UHRC Identifies Kiwanuka Kiryowa As A “Dependable Constitutional Partner” During His Time As Attorney General

The Uganda Human Rights Commission (UHRC) has reflected on the tenure of Hon. Kiryowa Kiwanuka as Attorney General, describing him as a “dependable constitutional partner who consistently provided timely legal guidance and strong institutional support” in matters involving the Commission.

UHRC Chairperson Mariam Wangadya noted that throughout his service as the government’s principal legal adviser, Kiwanuka’s office remained consistently responsive to the Commission’s legal needs. These included advisory opinions on the legal framework governing the UHRC Tribunal, guidance on employment matters involving staff beyond retirement age, and legal representation of the Commission before courts of law.

The Commission stated that the Office of the Attorney General was “always available when called upon,” underscoring what it described as a steady and professional working relationship between the two constitutional institutions.

She further highlighted Kiwanuka’s leadership style, particularly his emphasis on discipline, precision, and high professional standards. While acknowledging that his strict approach was at times demanding, the Commission said it contributed significantly to improving the quality and preparedness of State Attorneys.

According to UHRC, this culture of rigor strengthened government legal practice, resulting in more proactive case management and improved consistency in litigation involving the state.

The Commission also credited Kiwanuka with providing critical legal guidance during key institutional reforms, especially the restructuring and operational strengthening of the UHRC Tribunal. His counsel, UHRC said, helped ensure legal clarity and institutional stability during an important phase of transition.

Wangadya observed that his tenure left a lasting impact on the professional culture within government legal services, particularly in reinforcing accountability, preparation, and adherence to legal standards.

The Commission has since congratulated Hon. Kiwanuka upon his appointment as Minister of Defence and Veteran Affairs, noting that his transition reflects continued service to the state at a strategic level.

UHRC expressed confidence that he will carry the same discipline, constitutional commitment, and professional rigor into his new role.

It added that both the justice and defence portfolios play complementary roles in safeguarding the Republic—one through the administration of law, and the other through national security.

“We are reassured that someone who understands the law so deeply is now entrusted with safeguarding national security,” Mariam Wangadya said.

The Commission wished him success in his new assignment and thanked him for what it described as a tenure that strengthened institutional professionalism and respect for the rule of law.
