The Uganda Communications Commission (UCC) and the Kingdom of Busoga have signed a five-year Memorandum of Understanding (MoU) aimed at accelerating digital transformation, expanding ICT infrastructure, and promoting socio-economic development across the Busoga sub-region.
The agreement, signed on Thursday, will see the two institutions collaborate on initiatives including digital literacy, ICT innovation, infrastructure development, and the preservation of Busoga’s cultural heritage through digitization.
Speaking after the signing ceremony, UCC Executive Director Nyombi Thembo described the partnership as a strategic step towards bringing technology closer to communities and creating new economic opportunities.
“This collaboration bridges regulatory purpose and cultural leadership, with the sole aim of accelerating digital transformation and socio-economic empowerment at the grassroots,” Thembo said.
Under the partnership, UCC will support the establishment of Business Innovation and Incubation Centres, ICT hubs, community resource centres, e-training platforms, and computer laboratories in schools across the kingdom.
The initiative is expected to equip young people and entrepreneurs with digital skills in areas such as financial technology, e-commerce, and software innovation, helping them participate more effectively in Uganda’s growing digital economy.
The agreement also places significant emphasis on preserving Busoga’s cultural heritage. Through the digitization of indigenous knowledge, historical artefacts, and cultural content, the partners hope to safeguard the region’s rich history while creating new opportunities to promote tourism.
During the signing ceremony at UCC headquarters in Bugoloobi, the Kingdom of Busoga was represented by the Kyabazinga’s Attorney, Owek. Osman Ahmed Noor, and the Acting Minister of Justice, Alex Luganda.
The partnership will also leverage the Kingdom’s media platforms to promote digital literacy and consumer awareness, equipping communities with the knowledge needed to safely navigate the digital space.
Officials said the collaboration reflects a shared commitment to expanding digital access, empowering communities, and using technology as a catalyst for inclusive socio-economic transformation throughout the Busoga sub-region.
The MoU marks another milestone in UCC’s efforts to extend ICT services beyond urban centres and strengthen partnerships with cultural institutions to promote digital inclusion across Uganda.
