UBOS Earns Praise for Strong Audit Systems as Accountability Committee Commends Progress

The Uganda Bureau of Statistics (UBOS) has received commendation for the quality of its audit work and its commitment to strengthening governance, accountability and institutional performance.

The recognition came during an engagement between UBOS and the Accountability Sector Audit Committee (ASAC) on August 11, 2026, as the two institutions reviewed progress in audit oversight, internal controls and implementation of audit recommendations.

The engagement, chaired by UBOS Executive Director Dr. Chris N. Mukiza, brought together ASAC members and UBOS Management to discuss measures aimed at further strengthening the Bureau’s accountability systems and institutional effectiveness.

ASAC Chairperson Justice Emeritus Ralph W. Ochan commended UBOS for the high quality of its audit reports, describing timely submission as important in enabling effective oversight, follow-up and continuous improvement.

The engagement provided an opportunity for UBOS Management to highlight the progress made in strengthening its Internal Audit Directorate, which plays a critical role in safeguarding the Bureau’s internal control environment and ensuring that systems and processes operate effectively and efficiently.

Dr. Mukiza said UBOS had adequately resourced and facilitated the Internal Audit Directorate, including providing appropriate tools such as audit management software to enhance the execution of its mandate.

He reaffirmed the commitment of both Management and the Board to continuously strengthen internal audit systems, mechanisms and capacity.

The discussions also focused on ways of further improving the timely submission of quarterly audit reports. UBOS Management and ASAC agreed on practical measures to address the identified gaps, improve reporting timelines and ensure that critical audit recommendations receive priority attention.

The engagement demonstrated the shared commitment of UBOS and the Accountability Sector to continuous improvement, stronger governance and effective public sector accountability.

Rather than simply reviewing past audit findings, the meeting provided a platform for UBOS and ASAC to identify opportunities to further strengthen systems and build on the Bureau’s existing progress.

ASAC, which operates under the Ministry of Finance, Planning and Economic Development (MoFPED), provides independent oversight on governance, risk management and internal control systems in public institutions. It also monitors compliance with financial management regulations and follows up on audit recommendations.

The Committee’s engagement with UBOS therefore underscores the Bureau’s important role in promoting sound institutional governance while providing an opportunity to deepen collaboration with the Accountability Sector.

Following the meeting, the ASAC delegation toured the National Statistical Resource Centre, where members were briefed on its role in facilitating access to statistical information and promoting the utilisation of official statistics.

The Committee appreciated the Centre’s contribution to the accessibility and dissemination of official statistics, as well as its efforts to enhance the use of statistical information in response to stakeholders’ data needs.

The engagement reaffirmed UBOS’ commitment to maintaining strong accountability systems and using audit oversight as a tool for continuous institutional improvement, efficiency and better service to the public.
