For the just-ended FY2025/2026, the approved/enhanced budget for KCCA was Shs990nbn, of which Shs540bn was from the GoU and the rest from development partners. Of the total approved budget, Shs166bn was dedicated to the payment of staff salaries, allowances and generally all wage bill-related expenses.

 

A review of KCCA’s own documentation, as was recently submitted to Parliament, indicates that the Shs166bn wage bill is shared out as follows in terms of monthly salaries and facilitational allowances: The staff categories sharing on the money include the elected political leaders who are exemplified by the Lord Mayor Eng Ronald Balimwezo, Division Mayors, Lord Councillors and those at Division level each of whom represents a parish or ward. These share Shs1.443bn per month.

 

A total of 813 KCCA permanent staff share out Shs2.179bn per month. 502 temporary staff share Shs993m per month. 110 teachers at the tertiary institutions under KCCA share Shs189m per month as 1,549 secondary teachers under the KCCA schools share Shs2.529bn monthly.

 

Yet that isn’t all. A total of 1,278 primary school teachers under KCCA schools share out Shs648m as 398 health workers share out Shs576m per month. 2,271 pensioners, who formerly worked under KCCA, every month share out Shs1.030bn. A total of Shs3.153bn becomes due to URA whenever KCCA makes out these monthly salary payments.

Another Shs732m becomes due to NSSF every month. Because these two statutory contributions (which are a fraction of one’s monthly pay) are seldom paid on time, there are arrears of roughly Shs28bn due to URA, which KCCA is yet to pay. This growing PAYE-related obligations/arrears have been attributed to inappropriate planning at the budgeting stage, according to available KCCA official literature.
