The Inspector General of Government (IGG), Lady Justice Aisha Naluzze Batala, has recognized Lillian Binoga as the top-performing graduate in Trial Advocacy during the 53rd Graduation Ceremony of the Law Development Centre (LDC).
Binoga, a Bar Course graduate for the Academic Year 2025/2026, scored 90 percent in Trial Advocacy, a key practical unit in legal training. Accompanied by her parents, she was awarded a plaque and cash prize in recognition of her performance.
The award was presented on behalf of the IGG by Ms. Hilda Talibba, Director of Legal Affairs at the Inspectorate of Government (IG), during a ceremony that saw more than 1,500 graduands awarded qualifications.
Lillian Binoga is the daughter of retired Commissioner of Police (CP) Moses Binoga, a former senior police commander widely known for his long-standing role in Uganda’s efforts to combat human trafficking and ritual-related crimes.
Rtd. CP Moses Binoga previously served as the National Coordinator for the Prevention of Trafficking in Persons (COPTIP) under the Ministry of Internal Affairs. He is credited with spearheading the establishment of anti-trafficking desks at police stations across the country and leading operations targeting trafficking networks and rescue efforts for victims of exploitation.
The IGG award forms part of a continuing partnership between the Inspectorate of Government and the Law Development Centre aimed at promoting excellence in legal training and strengthening advocacy skills among law graduates.
Officials at the ceremony noted that the initiative is designed to encourage practical competence in courtroom advocacy, legal reasoning, and professional conduct—skills considered essential for legal practice.
The Inspectorate of Government has for years supported recognition awards at LDC graduation ceremonies as part of broader efforts to promote integrity, accountability, and professionalism within Uganda’s justice sector.
The Law Development Centre, which provides postgraduate legal training, continues to graduate students who join various sectors of the justice system, including legal practice, prosecution, and public service.
Binoga was among more than 1,500 graduands who completed the Bar Course program at the ceremony.
The Trial Advocacy award remains one of the key recognitions at LDC graduation, highlighting excellence in practical legal training and courtroom performance.
The IGG’s recognition of top performers underscores the emphasis placed on advocacy skills in preparing future lawyers for professional legal practice in Uganda.
