The latest updates reaching our news desk indicate that Gen Museveni realizes the damage and detriment the continued absence of a functional cabinet of Ministers is negatively impacting his service delivery agenda.
Preliminary information reaching us indicates that Gen Otafiire Kahinda is to be replaced by Judith Nabakooba at Internal Affairs and Gen Jeje Odongo by the well-accomplished Gen David Muhoozi at Foreign Affairs. Gen Muhoozi, a very sophisticated Makerere-trained lawyer, has been deputizing Otafiire at Internal Affairs.
At the Security Ministry, Gen Henry Tumukunde is set to bounce back and replace Gen. Jim Muhwezi who hails from Rukungiri just like him. Tumukunde was at Security before only to get dramatically fired (in a one man reshuffle in 2018) after he publicly praised Dr. Kizza Besigye during Mathew Rukikaire son’s burial. He is now back as MP Rukungiri Municipality.
At the Ministry of EAC Affairs, Rebecca Kadaga (who Gen Museveni signaled recently about the same) is set to be replaced by Richard Todwong who will also be serving as Deputy Prime Minister. Kadaga, just like Jeje Odongo, Otafiire and Jim Muhwezi, will most likely be totally purged from the Cabinet business and be deployed to serve elsewhere in a totally different capacity. Gen Museveni can relieve them of their duties but leave them with full benefits of Ministers even after they have ceased to be.
Jessica Alupo will also need prayers to keep her VP job for which Brig Ronnie Balya has continued to be favored. and will be replaced by Amb. Brig. Gen. Ronnie Balya. Katumba Wamala is favored to replace Prime Minister Nabbanja Robinah who is headed to being deployed elsewhere.
Wilson Muruli Mukasa at the Ministry of Public Service is headed to be redeployed somewhere else as his deputy Grace Mary Mugasa takes full charge. From Muruli’s Nakasongora Buruuli, the newly elected Eng Bernardo Kimeze Sebuga stands high chances of getting crafted into Gen Museveni’s new Cabinet.
Sebuga is a senior person with a lot of public service experience and gratefully, he is personally well known to Gen Museveni who used to ring him directly during those years when he used to serve as Director bridges at the defunct UNRA under Eng Peter Sebanakita as ED. Like the exiting Muruli, Sebuga is a calm cadre who never gets easily excited. He could be excellent as State Minister at Works or even full Minister anywhere else.
At tourism, Col Tom Butiime is slated to be replaced by Canon Jacqueline Mbabazi, the wife of Rt Hon Amama Mbabazi who is newly elected as one of the MPs for older persons. Mrs. Mbabazi is senior and has all the credentials for cabinet inclusion. In her hey days she served as Chairperson NRM Women league and assertively sat in CEC in that capacity. Her cabinet deployment will help to turn a new page and accelerate the reconciliation and reintegration of the Mbabazis back to the Museveni universe.
There is also a one Maj David Mugambe Kibirango, a former NRA kidogo, who is being considered too. Maj Kibirango hails from Buikwe in Greater Mukono, has rich family history and his inclusion is being pushed by influential Movement historicals led by Moses Kigongo.
His father, the late Kaseera Kibirango once served as State Minister for Public Service. He is academically a well-credentialed person with a master’s degree from Nkumba University.
