For many years, the story of Northern Uganda was told through a war-and-recovery narrative. But today, standing in Layibi Division just outside Gulu City’s central business district, the region’s soundtrack has shifted fundamentally. It is no longer defined by post-conflict silence but by a steady hum of economic activity, with freight trucks, boda bodas, and tuk tuks weaving through the city, carrying people and merchandise to and from expanding commercial hubs. Many of the truckloads of produce are now destined for regional markets in Juba, South Sudan, and the Democratic Republic of Congo (DRC).
A recent field assessment by a team from the Uganda Media Centre across Gulu City and several districts in the Acholi sub-region documents this rapid transformation, highlighting a region steadily repositioning itself as a critical industrial and trade corridor in East Africa.
Gulu City has evolved from its post-war identity into a modern urban centre with improved road networks, high-rise buildings, financial institutions, and expanding hospitality infrastructure. Once considered peripheral, it is now emerging as a highly connected commercial hub anchored by substantial public and private investment in social and economic infrastructure.
The Uganda Investment Authority (UIA), in partnership with Operation Wealth Creation, has formally identified the Acholi sub-region as one of Uganda’s most promising investment destinations. The two institutions developed the Investment Profile for the Acholi Sub-Region to guide investors on opportunities across agriculture, logistics, manufacturing, and services.
According to David Rupiny, Public Relations Officer at UIA, Acholi presents a largely untapped investment frontier shaped by fertile land, strategic geography, and expanding regional linkages. He noted that the region’s location gives it a competitive advantage as a gateway to South Sudan, the DRC, and Kenya, while also connecting it to key tourism and conservation corridors including Kidepo Valley National Park, Ajai Wildlife Reserve, and Murchison Falls National Park.
He emphasized that the investment profile provides structured information to support investor decision-making and unlock opportunities in agro-processing and commercial agriculture.
Strategically, Gulu sits at the centre of a tri-country market ecosystem, serving as a supply and transit hub linking Uganda to South Sudan and the DRC. This positioning has increasingly made it a focal point for cross-border trade and logistics activity.
The Ministry of Finance, Planning and Economic Development’s latest Gulu City Investment and Enterprise Profile shows that trade dominates the local economy at 42.9 percent, followed by services at 35.9 percent, agriculture at 14.2 percent, and real estate and construction at just 1.1 percent. Analysts interpret the low penetration in real estate and construction as evidence of an undersupplied but highly lucrative market awaiting large-scale investment.
At an urban investment conference held at Acholi Inn, Judy Rugasira, a property consultant with Knight Frank Uganda, observed a significant shift in investor sentiment, noting that Gulu City is undergoing rapid urban transformation. She pointed out that demand for logistics facilities, warehousing space, cold-chain storage, and Grade-B office infrastructure far exceeds existing supply, signaling strong opportunities for early investors.
Infrastructure development has been central to this transformation. Major investments in road networks, railway rehabilitation, and aviation infrastructure are reshaping Gulu’s logistics capacity. The Gulu Logistics Hub in Layibi Division, constructed on 24.1 acres of land provided by Uganda Railways Corporation and funded jointly by the European Union and the UK’s Foreign, Commonwealth & Development Office, has become a cornerstone of the region’s trade architecture.
According to Ambrose Onoria, Resident City Commissioner of Gulu City, the city now boasts 42 kilometres of well-maintained roads, improved street lighting, and strengthened urban services such as waste management. He further noted ongoing plans to upgrade Gulu Airport into an international-standard facility to enhance regional connectivity and investment flows.
The logistics hub is already reducing long-standing bottlenecks in cross-border trade by consolidating customs and tax clearance services. Traders can now clear goods through both Uganda Revenue Authority and South Sudan Revenue Authority in one location, significantly reducing delays previously experienced at border points such as Elegu and Vurra.
A truck driver, Abudul Kiyimba, described the efficiency of the system while clearing goods at the hub. He recounted transporting beans from Rwanda to the World Food Programme in Gulu, noting smooth border transitions, improved road infrastructure, and fast clearance processes that allow trucks to move through the system with minimal delays.
Rail transport is also being revitalized through the rehabilitation of the 375-kilometre Tororo–Gulu Meter Gauge Railway line. Executed by China Road and Bridge Corporation and funded by the Government of Uganda, the project is now approximately 80 percent complete and is expected to significantly reduce freight costs between Kampala and Mombasa.
John Linnon Sengendo, spokesperson for Uganda Railways Corporation, explained that the railway will connect key urban centres including Tororo, Mbale, Soroti, Lira, and Gulu, before terminating at the Gulu Logistics Hub. He added that the line will strengthen Uganda’s integration into regional trade routes linking the Port of Mombasa to South Sudan and the DRC.
Complementing rail and road infrastructure, government has also advanced plans to upgrade Gulu Airport into a fully-fledged international gateway. Once completed, the facility is expected to reduce travel time between Kampala and Gulu to under an hour by air, significantly improving mobility for investors, technical experts, and high-value cargo operators.
At the policy level, the Uganda Investment Authority, in collaboration with Operation Wealth Creation, formally launched the Investment Profile for the Acholi Sub-Region in June 2026. The framework covers Gulu City, Kitgum Municipality, and surrounding districts, providing a structured roadmap for both domestic and foreign direct investment.
UIA Director General Robert Mukiza has previously described the Acholi sub-region as one of Uganda’s most dynamic emerging investment corridors, citing its fertile soils, youthful labour force, and strategic access to regional markets.
Institutional reforms have also supported this growth, with services such as business registration, licensing, immigration, and customs now decentralized to Gulu. The Uganda Registration Services Bureau maintains a fully operational regional office, allowing investors to complete business registration and intellectual property processes locally within days.
Financial infrastructure has expanded in parallel. Gulu City now hosts major commercial banks including Stanbic, Centenary, Absa, DFCU, and Ecobank, alongside extensive mobile money and agency banking networks that support instant transactions across rural and urban areas.
The city’s hospitality and real estate sectors have also grown in response to rising corporate demand, with facilities such as Wellsprings Hotel, Bomah Hotel, Acholi Inn, and Churchill Courts Hotel offering modern conferencing, accommodation, and business services tailored to international standards.
Meanwhile, the historic Pece War Memorial Stadium, originally constructed in the 1950s, has been handed over for redevelopment into a modern sports complex expected to host continental tournaments, including the 2027 Africa Cup of Nations, a move projected to stimulate tourism and local commerce.
Despite these gains, stakeholders acknowledge challenges, particularly the need to stabilize electricity supply for large-scale industrial production. Nonetheless, the overall investment outlook remains highly positive, with Gulu increasingly described as a “high-growth, low-risk secondary market.”
For traders, manufacturers, and farmers alike, the Acholi sub-region now offers direct access to regional markets, reduced logistics costs, and expanding infrastructure networks. Through initiatives such as the Parish Development Model, local communities are expected to integrate into this growth by shifting from subsistence production to commercial agriculture.
With vast fertile land across Gulu, Amuru, Nwoya, and surrounding districts, the region is positioning itself as one of East Africa’s most promising agribusiness and industrial frontiers.
In this transformation, Acholi is no longer defined by its past. It is increasingly being defined by its role as a regional engine of trade, industry, and investment—anchored in Gulu City’s rise as a strategic gateway to East Africa’s growing markets.
