Court Jails Impostor for Posing as NWSC Staff and Defrauding Customers

Mutebi Julius was on 12th January 2026 sentenced to six months imprisonment by Chief Magistrate Asuman Muhumuza at the Standards, Utilities and Wildlife Court in Makindye after pleading guilty to charges of forgery, uttering a false document, and criminal trespass.
This sentence followed his arrest for impersonating a staff member of National Water and Sewerage Corporation (NWSC).
Mutebi, also known as Mugerwa Alex Nassan and Nsubuga Peter, is a 36-year-old plumber and resident of Nateete Zone B, Rubaga Division.
He appeared before court and admitted to all charges brought against him under the Penal Code Act, Cap 128, including forgery (Section 319), uttering a false document (Section 328), and criminal trespass (Section 282).
Court records revealed that on 9th September 2020, at Nasser Road in Kampala Central Division, Mutebi forged an NWSC identity card bearing number KW/4224, falsely presenting it as an official card issued to him in the capacity of a Technical Supervisor with NWSC Kampala Water.
The court further heard that on 3rd January 2026, at around 11:00 a.m., Mutebi used the forged identity card at Suuna Zone, Kabowa Parish, Rubaga Division, where he presented it to Ms. Namwamira Lamula, an NWSC customer. By falsely claiming to be an employee of the Corporation, he gained access to the complainant’s premises.
During the same incident, the court established that Mutebi unlawfully entered and remained at the complainant’s residence with the intent to intimidate, annoy, and extort money, actions that led to the additional charge of criminal trespass.
Initially, the accused pleaded not guilty to the charges. However, after being presented with evidence submitted by NWSC and the prosecution, he voluntarily changed his plea to guilty. The court noted that the change of plea demonstrated acknowledgment of the overwhelming evidence against him and a willingness to take responsibility for his actions.
The case was prosecuted by State Attorney Shafiq, with NWSC represented by Brownie Ebal and Bongomin Emmanuel.
In delivering the sentence, the court considered several mitigating factors, including the accused’s guilty plea, his status as a first-time offender, and the fact that he did not waste court time. These considerations informed the court’s decision to impose a six-month custodial sentence.
The conviction highlights continued efforts by law enforcement agencies, the State, and NWSC to protect customers from fraud and impersonation. Members of the public are encouraged to remain vigilant and to verify the identity of anyone claiming to be an NWSC employee before granting access to their premises or making any payments.
