Led by Salim Uhuru, some of the NRM CEC members have saluted the new GCW Dr. Jane Ruth Aceng for having had the courage and clarity to write to Gen YK Museveni, in his capacity as the ruling party chairman, calling on him to expeditiously convene a Central Executive Committee session to finalize the list of names of cadres who are supposed to serve as back bench Commissioners in Parliament and Committee chairpersons or even members.
In her letter, copied to CEC members, Aceng pointed out that there is no way the constitution of the 12th Parliament’s leadership can be completed without the ruling party (which has over 370 in a house of 529 legislators) designating members onto the different Committees.
Uhuru, who represents Kampala special region on CEC, now says that Aceng acted very prudently and says they are hopeful as Central Executive Committee members that the national chairman will convene them into a session to do the needful before this week ends. Ironically, the opposition, which is fond of being flat-footed on matters of governance, is this time round ahead of the NRM.
Led by NUP, the opposition many days ago made their designations and forwarded names of their reps on the committees and onto the Parliamentary Commission, to the Speaker and its now the NRM that is being awaited.
There was growing pressure being mounted onto the NRM even on Tuesday during the opening session of the induction seminar at Munyonyo where Speaker Oboth-Oboth politely rebuked the ruling party for the delay and made it clear they (latest) have up to 7th July to have made the necessary designations. Prime Minister Robinah Nabbanja, who was present at the Munyonyo session, owned up and assured Oboth-Oboth that the designations would be finalized and proclaimed to Parliament within a matter of days.
