Highly personable Hellen Namutamba is headed for Cabinet deployment after her mentor and foster mother Rebecca Kadaga agreeing with Gen YK Museveni to be let go in the forthcoming Cabinet reshuffle, while maintaining a presence of some sort inside the Kaguta universe.
The flamboyant Namutamba currently serves as Minister of Tourism for Kyabazinga and was one time locked up for allegedly criticizing Anita Among on social media.
Among, who was then a rising star, rang the Director CID and ordered for the arrest of Namutamba who is also a leading fixer for Rebecca Kadaga. Riding on the Kadaga influence, Namutamba currently holds a well-paying job in Uganda’s Ministry of Foreign Affairs where she is at the level of Minister Counsellor.
She was posted there by President Museveni who defied intelligence reports depicting her as unfit for such a sensitive deployment. Namutamba is also highly qualified and recently got graduate qualifications in law. During the 2026 campaigns, she closely worked with Kadaga to deliver Busoga back to the President, while alienating Robert Kyagulanyi.
During a recent meeting, Museveni and Kadaga agreed that the latter doesn’t get reappointed to Cabinet on the account of physical exhaustion having been around doing big government errands since the year 1989. The understanding was that Kadaga won’t be reappointed but will remain an influential political elder in the country.
She for instance will continue having the last word on Museveni’s relationship with Busoga and will also retain all her privileges the way it was when she was still an active cabinet Minister. Gen Museveni, for whom money has never been a problem, is also expected to arrange a hefty sendoff package for his political sister.
The other off ramp for Rebecca Kadaga will come by way of being appointed to an envoy position of some sort which will come with full facilitation and will also keep her active. In her physical absence inside Cabinet, Kadaga intends to maintain a presence through a nominee of her choice.
And this is why Gen Museveni, who has always been cautious not to renege on any of his promises to her, is headed to appointing Hellen Namutamba, a Kadaga blue-eyed girl, to some cabinet position. Sources say state Minister within the foreign affairs universe is a huge possibility.
Kadaga, who during the Thursday 14th May meeting at State House controversially accused Anita Among of bewitching her into near blindness and to the extent that her physical health has been shrinking over the last five years, is bowing out a very satisfied political elder because the Bukedea Woman MP, who she considers to be the author of all her problems, has decisively been obliterated. Kadaga was in that highly consequential meeting during which Museveni read out the riot act to the outgoing Speaker.
The other attendees were Bishop Anthony Zziwa, Bishop Joshua Lwere (a Janet Museveni confidant), Bishop Moses Odongo and the Teso cultural leader Emorimori. The Kamuli woman MP was vastly excited to see a fire-breathing Museveni come down hard on Anita Among in a multiplicity of ways including reiterating his earlier decree requiring her to totally keep away from the political affairs of Busoga, a sub region that is politically more complicated than the Bukedea Woman MP always thought.
