Renowned political analyst Tamale Mirundi insists that much as the salary is very high, no principled person can work at City Hall or KCCA for long. Reason? There is too much interference by a powerful political mafia which Mirundi says makes it hard for KCCA executives to make independent decisions. Erias Lukwago earlier in the week claimed KCCA operates without a functional contracts committee even when there lots of multi-billion contracts to be awarded. Mirundi says this is the case because KCCA officials are just directed on which company should take which tender. Yusuf Nsibambi, who chairs the Kampala District Land Board, says there is a powerful mafia comprising NRM supporters which takes all the deals at City Hall. Consequently, of the 10 KCCA Directors President Museveni chose in 2011 at the start of KCCA, only one Andrew Kitaka (Engineering) remains Jennifer Musisi being the latest to quit. Those who have left in the last 7 years include Pheobe Lutaaya (revenue), Jennifer Kaggwa (HRM), David Sseruka (Health), Micheal Okua (Legal), Ann Galiwango (Education), Daniel Kyambadde (Treasury Services) & Dr. Judith Tukahirwa (Deputy ED). Each Director gets over Shs30m in monthly salary against the Lord Mayor’s net pay of Shs10m. Many middle-level staff too have been quitting despite KCCA being one of the best paying entities. Musisi was always uneasy towards Beti Kamya but the Minister’s decision reversing KCCA move to demolish over 300 illegal commercial buildings in the city center was the last straw that broke the camel’s back. She always believed Kamya was out to get her but the minister’s meddling left the ED much more flabbergusted than before.
