PSST Keith Muhakanizi has once again insisted there must be an audit regarding the Shs150bn his Deputy Patrick Ochailap, Ministers Matia Kasaijja and David Bahati tried to pay to 10 disputed companies that claim to have lost business opportunities, money and property in South Sudan during the war. The 10 firms mostly supplied the government of South Sudan and the GoU is paying on the understanding that Juba will re-reimburse us once their country stabilizes again. Critics like KACITA Chairman Everest Kayondo claim of the 10 firms, 6 are of doubtful identity and the remaining 4 are also not without controversy because they are claimed to belong to one person who owns them through proxy. In his latest internal memo dated Tuesday 5th March, Muhakanizi whose latest corruption fight we reported about Saturday afternoon has insisted no more money should be paid out until a special audit has been carried out. Using his powers as Finance Ministry Permanent Secretary & Secretary to Treasury (PSST), Muhakanizi directs that the Special Audit should take not more than three months to verify the authenticity of the 10 companies the trio tried to quickly pay during the period Ochailap was acting PSST in his absence. Muhakanizi also refers to the Shs40.6bn which his subordinates say was paid to city businessman Aponye who denies ever receiving anything. Aponye says he is lately too broke he even lives in the village having left the city to go and reflect on the financial woes government delay to compensate Sudan traders has occasioned to him.
