A young man called Nathan Mutoro has lately been terrorizing villages falling under the jurisdiction of Kawempe Ttula police station. And his activities have been aided by the widespread Kawukumi in the police force which the President has been complaining about. Mutoro has been officially working as farm operator for KCCA Veterinary Doctor Ahimbisibwe’s dairy farm located less than 1/2km from Ttula police post. The farm supplies dairy products to the community nearby and Mutoro has been the one dispensing milk to buyers every morning. However, recently disagreements ensued between him and his boss Ahimbisibwe. This was after Ahimbisibwe became angry on getting him red handed matchetting one of his cows. The reason he gave was that the he hacked the KCCA boss’ favorite cow because it was disturbing him while milking other cows. Ahimbisibwe confronted him and the young man threatened to deal with him too. Not one to take things lightly, Ahimbisibwe exposed Kawukumi when he went to Ttula police and reported a case of threatening violence by his employee. In the end, Mutoro was even detained at the Ttula station. But a few days later he was released without charge which is the typical way Kawukumi-infested officers operate. This angered the Kawukumi-infested police post only to be told the young man had been released because he told cops that he had accumulated lots of salary arrears which Dr. Ahimbisibwe hadn’t paid him while working at his farm. On Tuesday, Ahimbisibwe paid up all the arrears and ensured the man was detained on condition that area police was going to use its enforcement mechanisms to ensure Mutoro was evacuated back to his home village. To Ahimbisibwe’s shock, the young man was released hours later and shortly after a raid was occasioned on the home of Mzee Nanfuuka where her daughter and grandson were hacked. This was on Thursday 8pm when a man eyewitnesses say resembled Mutoro sneaked into their house and hacked the duo as they watched TV. The other children in the house made an alarm which attracted the entire village and the assailant survived by a whisker. At 2am, Ahimbisibwe got the news and was shocked Mutoro was once again out free and in the typical Kawukumi style, nobody at Ttula police could explain how he exactly got freed. Ahimbisibwe used his other farm employees to mount a man hunt throughout the night for Mutoro who was harvested and once again handed over to police but this time round, desire to escape Kawukumi caused them to deliver him to Kawempe police station hoping the bosses there would manage the case better as it would be hard for Kawukumi-infested officers at Ttula police post to have their way letting the bad man out again. The case has since become complicated following the attack on Nanfuka’s home as some big people in police and government have become directly interested in knowing exactly who of the Kawukumi-infested officers at Ttula police post keeps releasing such a hardcore criminal who sometimes has had guts to even warn his victims before striking the following night. Insides sources close to OMO say the mismanagement of cases at the Ttula police station has become a matter of great concern the IGP could make heads roll any time soon to weed out Kawukumi before the President’s anti-corruption Tsar Col Edith Nakalema drives them and expose the rot therein.
