After 10 months of vacuum, the Entebbe-based Civil Aviation Authority (CAA) governing Board has substantively appointed Pascal Jabbe Osinde the Director Human Resources & Administration. Jabbe has been acting for the last 10 months since former office holder Fred Bamwesigye was elevated to the position of Deputy MD. The announcement of his new posting came through a few days ago, sparking spontaneous celebrations among close to 1,000 employees working for CAA. Newly reelected NOTU Chairman General Wilson Usher Owere, who is also an employee with CAA, explains why the staff excitement was justified. “He is well-intentioned and prepared to do a good job being the link between management and us the members of staff.

He has always done a good job for the last 10 months but as you know when you are acting, there is a lot you can’t do. But now that he has substantively been confirmed, we are certain he will serve us better for the good for both the staff and the organization we are all working for,” Owere said in a phone interview. “He is the one who speaks to us on behalf of management and you understand the anxiety and complications it causes anyone to be in acting position for long. He is a hardworking person who can now spearhead any negotiations and be in a position to commit himself on things now that he has been confirmed. We are jubilating as workers because we are now sure matters pertaining to our welfare and any other related business will move faster since our bosses in the Board have now given us somebody we can address all our concerns to.” Owere says HR is a very critical office and its one of those that must be substantively filled at all times especially in situations where the employing organization has such a large number of employees. “It’s really strategic for us as workers to have that office substantively filled at all times,” Owere stressed. In CAA’s case, the close to 1,000 employees are deployed at Entebbe Airport, CAA headquarters and Airfields in Gulu, Arua, Mbarara and Kasese as well as those working at the Soroti facility. In his case, Owere belongs to the Airport operations section comprising of employees that ensure all facilities are running smoothly. They closely oversee the support roles played by CAA complimentary agencies like police and immigration. It’s from CAA that Owere is elected to represent fellow employees to the Transport Union for which he was subsequently elected chairman. He subsequently stood for the position of National Organization of Trade Unions (NOTU) Chairman General which he won last December. Owere says the fact that the new HR Director Jabbe has a fresh four years mandate puts him in a strong position to spearhead the required reforms aimed at making the CAA HR and Administration function in carried more efficiently in the delivery of aviation and other related services to the public.
