Sources from UN Regional Service Center Entebbe, have revealed on how the World’s biggest organization is duping the Government of Uganda, to take away the Center leaving Uganda with just a base. The UNRSCE that will be moved from Entebbe to Nairobi is 30 times better than the Base that is being left behind. When it was reported in the media that the UN Center will be relocated to Nairobi, officials were quick to announce that they are moving a part of the center leaving the base behind and that Ugandans jobs are safe. Ugandans who have been enjoying the lucrative 391 jobs that the UN wants to abolish at the UNRSCE) are what makes up the lucrative Center not the 554 casual jobs that the UN promises to create at the base when the Center is gone. The 391 jobs are for professional Ugandans whose diligent work has made tremendous growth of the RSCE since 2010.
JOB WELL DONE
The RSCE has been offering Field finance, Human Resource, Field travel, Financial reporting among others since its inauguration in 2010 to all peace keeping missions in Africa and over the years its performance has tremendously improved and all key performance indicators achieved. According to the new arrangements, the work that has been performed by one Center will be split in 3 to 4 centers and One wonders whether this is cost cutting the UN talks about. Basing on this, If Uganda was going to be given the 500 jobs professionally, one wonders where the objective of the Global Service Delivery Model aimed at cutting costs and offering an efficient service delivery is. However, the Ugandan forces are praised for a commendable job of participating in peace keeping missions of which means they are to train the new staff at the new centers in Nairobi, China, Canada and Budapest. Ugandans at the RSCE have exhibited the highest level of excellence and this has made RSCE the hub for learning many of the projects on the UN and now admired by all member states.
UGANDA LOSES OUT

Uganda will lose millions of dollars after the relocation of the RSCE and remains with a paltry $1.9M from the UN base. The RSCE brings in Uganda $33M on an annual basis since its annual budget oscillated between $31 and $33M which makes it one of the biggest project the country has had and the cheapest funded center in terms of location. Out of all the four centers selected, Uganda is the cheapest location the UN has successfully operated from where staff are paid the lowest rates compared to other locations, international education service is the cheapest, medical services and other social and basic services are very cheap. Security is guaranteed in Uganda, plenty of fresh cheap food and others make Uganda the suitable location to host the Global Service Center permanently. The Government should inquire into the various offers the report highlights to remain in Uganda and throw more light on the $33m and be enlightened on how much is being kept here & how much is going away. This is the money UN headquarter allocates to the Regional Service Center Entebbe to run its activities throughout the year including salaries of both national and international staff. If RSCE goes, Uganda misses all the $33M and is left with the Congo based MONUSCO’s $1.9M funded base at Entebbe. There are pleas that the concerned parties study the UN move thorough and not to put all their efforts on the base but to the Regional Service Center which is funded more 15 times than the base.
