Quietly without exploding to the surface, there is growing uneaseness resulting from salary disparities amongst executive holders of public office in Uganda. The recent unceremonious increase of BoU Governor Emmanuel Mutebile’s salary from Shs50m to Shs80m per month is one that has sparked a lot of fury with equally hard-working CEOs questioning what exactly the frail Professor does as BoU boss that other Chief Executives don’t do. It’s true that, every month he loses 40% (Shs24m) of this as taxes but still many consider it to be an act of extreme unfairness and favoritism for which there cannot be justification because there isn’t any rocket science the man from Kigezi exercises while doing his job as head of the Central Bank. Taking off Shs24m (40%) as taxes still leaves Mutebile with so much as his take home becomes Shs56m. Yet Mutebile isn’t the only one benefiting from the clandestine generous salary increment. Other employees at BoU have equally been earning very good salaries making the Central Bank one of the most envied places of work for prospective employees. In some instances, some lucky ones have had their salaries proportionately enhanced to match what the very frail Governor earns. Some say BoU employees have no reason to envy categories like MPs who are construed to earn a lot since they set their own emoluments.
OTHERS BIG EARNERS
Besides Mutebile and other known top salary earners like the NSSF executives, NWSC MD Silver Mugisha is another Chief Executive ranking among the top 10 earning CEOs in this country. The same goes for his other employees whose monthly remuneration is a cause of envy for many others working in the same public sector space. At Shs56m net pay monthly, the CEOs for Uganda National Oil Company (Joseph Wapakabhulo) and that of Uganda Petroleum Authority (Ernest Rubondo) are equally earning very well even before the actual oil begins flowing. This is replicated for the rest of the employees in the two entities. The newly revamped National Airline Company CEO Ephraim Bagyenda equally earns well just like the rest of his employees notwithstanding the fact that many of them possess modest levels of professional excellence. Many are now convinced the likes of Jennifer Musisi that the public resented for earning so much (she earned Shs36m as KCCA ED) were envied for nothing as they earned peanuts compared to what the CEOs of BoU, NWSC, Petroleum Authority and that of the National Oil Company are currently earning.
