Morrison Rwakakamba: My Response to Mayor Bulamu’s Call: Revenue-Linked Transformation Architecture for Kira Municipality

Hon. Mayor Allan Bulamu,

Your open-door policy is an invitation to move beyond rhetoric into the disciplined architecture of secondary-city transformation. Kira sits at a rare confluence of demographic density, proximity to Kampala’s economic gravity, and latent cultural assets. What follows is a tightly sequenced, technically coherent programme that treats physical planning, institutional capacity, fiscal instruments and community agency as a single integrated system. Consider the hereunder;

1. Enforce and operationalise the Kira Municipality Physical Plan as the binding spatial contract. Without a rigorously enforced plan, every subsequent investment risks fragmentation. Update the plan with clear zoning for mixed-use corridors, green buffers, and transit-oriented nodes. Use digital cadastral integration and real-time development-control dashboards so that approvals and enforcement become transparent and predictable.

2. Upgrade Kira Hospital into a highly resourced regional referral facility. Position it as a public-private partnership (PPP) model that combines specialised diagnostics, maternal and child health excellence, and selective medical tourism. Revenue streams include specialised service fees, insurance partnerships, and training contracts with regional institutions. Capacity is built through structured secondments and continuous professional development linked to performance contracts.

3. Establish the Kira Library and Historical Resource Centre as both a knowledge infrastructure and a cultural anchor. Digitise local archives, create oral-history repositories, and host research residencies. This institution becomes the intellectual hub that feeds civic education and tourism interpretation.

4. Scale Greening of Kira and designate a Kira Community Green Zone. Tree cover, permeable surfaces, and linear parks are not beautification; they are climate-adaptation and land-value instruments. The Kira Community Green Zone can serve as a demonstration site for high-standard public space, generating both ecological services and symbolic capital.

5. Establish the Elders Blue Zone to advance elders’ wellness, wellbeing and health. Design dedicated low-impact mobility paths, community health outposts, intergenerational activity spaces, and age-friendly housing guidelines. Position Kira deliberately as a wonder city for retirement and a resilient community—attracting retirees, generating stable local demand for services, and modelling inclusive urban longevity.

6. Formalise designated boda stages with digital licensing, safety standards and micro-enterprise support. Convert informality into organised mobility nodes that reduce congestion, improve security and create local revenue through modest stage fees and advertising rights.

7. Deliver a properly programmed Children’s Park as a multi-use civic asset that combines recreation, early-childhood stimulation and community programming. Design it for high utilisation and low operating cost through community co-management.

8. Launch a Kira Investment and Incentives Plan that is transparent, time-bound and performance-linked. Offer targeted incentives (land leases, tax holidays on incremental value, streamlined permitting) only against clear job, technology-transfer and local-content thresholds. Finance the plan through land-value capture, betterment levies, green bonds and structured PPPs.

9. I have heard of initiatives around Kira Sports Club amKira Soccer FC. These need your support as dual instruments of youth development, brand identity and economic activity. The Club provides multi-sport infrastructure; the FC becomes a competitive and commercial vehicle. Revenue pathways include match-day income, sponsorship, academy fees and sports tourism.

10. Tourism Anchor: Uganda Martyrs Shrine and Annual Events.

The Uganda Martyrs Shrine is located within Kira Municipality and, together with the annual Martyrs’ Day pilgrimage, constitutes a high-value, recurring tourism asset that is currently under-leveraged at the municipal scale. Develop a Kira Tourism Circuit that integrates the shrine precinct with the Historical Resource Centre, green corridors, local hospitality and cultural programming. Practical mechanisms include joint destination management with the shrine authorities; packaged day and overnight itineraries; licensed local guides drawn from the community; and event-based revenue sharing during the annual pilgrimage. This creates seasonal employment, stimulates micro-enterprise (food, crafts, transport, accommodation) and positions Kira as a culturally authentic node within Uganda’s spiritual tourism economy.

11. Practical Mechanisms for Community Participation.

Transformation without structured participation collapses into elite capture or passive resistance. Embed the following mechanisms from the outset: Ward-level Transformation Committees with clear terms of reference for priority-setting and monitoring; participatory budgeting windows (minimum 10–15 % of the development budget) allocated through transparent, digitally supported ward forums; community scorecards for hospital quality, greening maintenance, boda-stage management and park utilisation, published quarterly and linked to managerial performance; local content and skills pipelines that prioritise Kira residents in construction, landscaping, hospitality and sports-academy employment; and digital feedback platforms integrated with the Physical Plan enforcement system. These instruments convert residents from spectators into co-producers of the municipality’s future and generate the political legitimacy required to sustain bold fiscal and spatial reforms across electoral cycles.

Sustainability Funding Architecture:

A transformation of this scale cannot rest on annual budget increments alone. It requires a deliberate, multi-instrument funding architecture that converts the very assets being created into recurrent and capital resources.

First, institutionalise land-value capture. Properties that gain measurable uplift from enforced Physical Plan implementation, new green corridors, improved mobility nodes and proximity to upgraded public facilities should contribute through betterment levies and enhanced property-rate bands. This is technically feasible once the digital cadastre and valuation rolls are updated.

Second, structure ring-fenced PPPs and concession models for the hospital, sports facilities and selected commercial nodes within the Tourism Circuit. Private capital finances capital expenditure; the municipality retains regulatory control, receives lease or revenue-share payments, and safeguards public access.

Third, issue municipal green and social bonds (or partner with existing national green-bond frameworks) specifically earmarked for the Community Green Zone, Elders Blue Zone, Children’s Park and climate-resilient infrastructure. These instruments attract impact and climate-finance investors while creating a transparent repayment stream linked to land-value increments and tourism receipts.

Fourth, commercialise own-source revenue streams generated by the plan itself: formalised boda-stage fees and advertising rights; sports match-day and academy income; tourism packaging and guide licensing fees; and specialised hospital service revenues. A fixed percentage of these incremental revenues should be automatically ring-fenced into a Kira Transformation Fund.

Fifth, pursue performance-linked matching grants from central government programmes and development partners, conditioned on measurable delivery of the Physical Plan enforcement, greening targets, and community participation metrics. This aligns external resources with municipal discipline rather than substituting for it.

Sixth, adopt multi-year, results-based budgeting. Each major intervention carries a clear results framework; releases from the Transformation Fund are tied to verified milestones. This reduces political budget volatility and builds long-term fiscal credibility.

Together these instruments create a self-reinforcing cycle: spatial and institutional improvements raise land and economic values; captured value finances further improvements; community participation and transparent reporting sustain political and investor confidence. Implemented with technical rigour, the funding architecture makes the entire programme durable beyond any single electoral cycle.

The architecture above is deliberately sequential: spatial order first, institutional capacity second, fiscal instruments third, and community agency as the continuous operating system. Implemented with discipline, it will expand Kira’s own-source revenue, raise service quality, create visible public goods, and brand the municipality as a serious, well-governed secondary city.
