KCCA, Ham Enterprises Face Shs400 Million Lawsuit Over Demolition of Teacher’s House at Nakivubo School

A senior teacher at Nakivubo Settlement Primary School has threatened to sue the Kampala Capital City Authority (KCCA) and Ham Enterprises Ltd, seeking Shs400 million in compensation over the demolition of his official residence during ongoing drainage works in Kampala.

In a demand notice dated July 17, 2026, addressed to KCCA Executive Director and Ham Enterprises Ltd, lawyers from Kasiko Advocates, acting on behalf of Mr. Gideon Muriisa, accuse the two entities of malicious damage to property, trespass and illegal eviction.

According to the notice, Muriisa, a Senior Education Assistant at Nakivubo Settlement Primary School, was lawfully allocated a staff house within the school premises following his deployment by KCCA in April 2025. The advocates contend that he had been residing there peacefully with his family before the house was demolished.

The lawyers allege that during the ongoing renovation and expansion of the Jugula Drainage Channel in the Nakivubo area, contractors working on behalf of KCCA and Ham Enterprises entered the school premises with heavy machinery and demolished the teacher’s residence without prior notice.

They claim no eviction notice or warning was issued, leaving the family with no opportunity to remove their belongings before the demolition.

The demand notice states that household property, personal effects, academic records and other valuables were destroyed during the exercise. Among the items reportedly lost are household furniture, electronic appliances, clothing, identification documents, academic and professional records, an HP laptop, mobile phones, land and motorcycle sale agreements, children’s school and birth documents, stored food, and cash amounting to Shs20 million.

The lawyers further argue that the demolition subjected their client to psychological trauma, public humiliation, financial loss and sudden displacement.

Kasiko Advocates estimates the total loss, including the value of the destroyed property, general damages, inconvenience and psychological distress, at Shs400 million. The law firm is also demanding legal costs equivalent to 10 percent of the claim.

The advocates have given KCCA and Ham Enterprises seven days to compensate their client, warning that failure to do so will result in civil proceedings against both parties.

Attached to the demand notice is a deployment letter issued by KCCA on April 24, 2025, confirming Muriisa’s deployment as a Senior Education Assistant to Nakivubo Settlement Primary School, which the lawyers say supports his lawful occupation of the staff residence.

By the time of filing the demand notice, neither KCCA nor Ham Enterprises had publicly responded to the allegations. The claims contained in the notice have also not been tested in court.
