On Wednesday, hundreds of PLU diehards converged at the League’s Naguru-based headquarters to witness the inauguration of the new Secretary General Fadil Twalla. He is taking over as the new PLU Secretary General from David Kabanda.
Fadil Twalla, whose appointment has since created lots of euphoria back home in Sebei, is part of the new PLU Central Executive Committee (CEC) that was recently appointed by the CDF Gen Muhoozi Kainerugaba, who is the founder and owner of Patriotic League of Uganda (PLU).
Frank Gashumba, a member of the old CEC who wasn’t reappointed, created a stir of some sort when he was invited to the podium, by Balaam Barugahara, to greet the crowd. As Gashumba started his speech, thanking Gen MK for giving them a new SG, some people in the crowd shouted ‘webale okutuwonya Kabanda.’ As the anti-Kabanda chants carried on, Gashumba declared how he is the one who personally recruited Fadil Twalla the new SG. He thanked Gen MK for seeing his potential and going on to make him the new SG for the League. In a subsequent speech, Fadil Twalla confirmed this claim of being recruited into PLU by Gashumba.
Gashumba declared how Fadil Twalla’s ascendance to the big office was an act of liberation for and on behalf of PLU adherents. He didn’t mention Fadil Twalla’s predecessor’s name but people in the audience construed this to be liberation from David Kabanda.
However, David Kabanda, the outgoing SG, was nowhere to be seen to officially hand over to his successor. There was no official communication from the organizers regarding his being absent with apology or something. Jonam County MP Martial Alenyo, who was the day’s MC, signaled Pastor Aloysius Bugingo to pray for the new SG and other new CEC members.
The conspicuous absence of Kabanda prompted the organizers to improvise by calling on Michael Mawanda to step forward and be the one to hand over the instruments of power to Fadhil Twalla, the new SG. Many people present, including journalists, kept wondering why the organizers hadn’t found it necessary to, in details, explain David Kabanda’s absence at the handover ceremony.
Unable to personally attend, the NRM Secretary General Richard Todwong was represented by Capt. Polar Awich who registered his endorsement for PLU and also introduced the many NRM CEC members who were present at Fadil Twalla’s inauguration event. Awich also explained that there is a good relationship between PLU and NRM, making it clear the two organizations have a political cooperation agreement.
He thanked PLU for amplifying and re-energizing NRM political mobilization to the extent that they are now counting on the PLU vibe to defeat NUP and their other opponents in the upcoming LC1 elections. He also implored PLU to invest in amicable conflict resolution in order to improve on the quality of their membership and leadership.
He said that, being a large organization, PLU will always have contradictions among its members but there must be a coherent mechanism to resolve such as it evolves into a better quality organization.
