Head Teachers Face Arrest Over UNEB Registration Fees, Police Warn

Police have warned head teachers and school administrators against misusing Uganda National Examinations Board (UNEB) registration fees, cautioning that offenders risk arrest and prosecution.

The warning comes as UNEB continues registering candidates for the 2026 national examinations, with the normal registration exercise expected to close on June 30.

Speaking during the weekly security briefing in Naguru, Police Spokesperson ACP Kituuma Rusoke said school administrators who collect examination registration fees from parents and students must ensure the money is remitted to UNEB as required.

He warned that any administrator found diverting, misappropriating or unlawfully retaining the funds would be held accountable under the law.

Kituuma also raised concern over reports that some schools were imposing their own registration charges on candidates beyond the official fees prescribed by UNEB.

He described the practice as illegal and urged parents and guardians to report schools that demand unauthorized payments during the registration process.

According to Kituuma, government institutions, including police, UNEB and the Ministry of Education and Sports, have established mechanisms for monitoring the conduct of national examinations and handling complaints related to registration.

He said any reported irregularities would be investigated and action taken against individuals found responsible.

The police spokesperson encouraged members of the public to promptly report cases of overcharging, fraud or any other misconduct connected to examination registration, noting that authorities would ensure those involved are brought to account.

UNEB charges candidates prescribed fees for registration to sit national examinations, while schools act as collection centres and are required to remit the funds to the examinations body within the stipulated timelines.

The warning comes amid increased efforts by education authorities and security agencies to safeguard the integrity of the national examinations process and protect parents and students from exploitation.

Police say they will continue working closely with UNEB and the Ministry of Education to ensure compliance with registration guidelines and prevent any abuse of funds collected from candidates.
