UBOS, Tooro Kingdom Partner to Boost Data-Driven Development

The Uganda Bureau of Statistics (UBOS) and Tooro Kingdom have signed a Memorandum of Understanding (MoU) aimed at strengthening statistical development and improving data-driven planning across the Kingdom.

The partnership will see the establishment of a Statistical Unit within Tooro Kingdom to streamline the collection, compilation, and dissemination of statistical information. The collaboration is also expected to harmonize data collection methods, reduce duplication of efforts, and enhance information sharing between UBOS and the Kingdom.

Speaking at the signing ceremony, UBOS Executive Director Dr. Chris N. Mukiza said the partnership aligns with the Bureau’s mandate under the Plan for National Statistical Development, a framework designed to strengthen Uganda’s statistical capacity in support of national development goals.

“The Plan for National Statistical Development is a framework for strengthening the statistical capacity of the National Statistical System to support Uganda’s results-based development and policy agenda,” Dr. Mukiza said.

He noted that the agreement reflects UBOS’ commitment to ensuring coordinated and harmonized statistical production across the country while promoting efficient use of resources.

Dr. Mukiza also pledged technical support and equipment to help operationalize the Kingdom’s Statistical Unit. He further directed UBOS staff to produce a statistical abstract for Tooro Kingdom using data from the National Population and Housing Census 2024 and the upcoming Baseline Education Census 2025 report.

Tooro Kingdom Prime Minister Rt. Hon. Calvin Armstrong Rwomiire Akiiki welcomed the partnership, describing access to area-specific data across the Kingdom’s nine counties as critical for effective planning and decision-making.

“For us to plan effectively, prioritize correctly, and serve our people better, we must rely on accurate data and credible research to make informed decisions. You cannot manage what you cannot measure,” he said.

Akiiki added that the partnership comes at a crucial time as the Kingdom intensifies its development agenda in sectors such as health, education, tourism, youth empowerment, culture, and economic transformation.

The Prime Minister, accompanied by Hon.
