President Yoweri Museveni’s secretary Phiona Barungi has accused Uganda’s Ministry of Lands of corruption in a viral TikTok video. Speaking in mixed Luganda and English, she angrily described the ministry as “rotten,” alleging widespread malpractice causing land losses for Ugandans and warning pursue justice through courts if needed under President Yoweri Museveni.
In the video, Barungi is seen confronting a Ministry of Lands official, raising concerns over what she describes as entrenched corruption within the institution. She uses strong language and gestures as she criticizes the system, claiming that dishonest practices are affecting how land matters are handled from start to finish.
Barungi alleges that corruption in the ministry is not isolated but systemic, suggesting that irregularities occur at multiple stages of land administration. She claims that files and transactions are mishandled in ways that disadvantage ordinary citizens, many of whom end up losing land or facing prolonged disputes.
Her emotional outburst in the clip has sparked widespread attention on social media, with many Ugandans reacting strongly to her claims. She insists that she has personally engaged with processes within the ministry and encountered what she believes to be unfair and corrupt practices. According to her, these issues are not minor administrative errors but serious problems that require urgent accountability.
She further warns that she will not remain silent if her name is linked to any wrongdoing or if her integrity is questioned. Barungi emphasizes that she is committed to pursuing the truth and is prepared to escalate matters legally if necessary, including taking cases to court.
Beyond her personal stance, Barungi highlights a broader national concern: thousands of Ugandans, she says, continue to suffer land losses due to corruption within the Ministry of Lands. She calls for those involved in misconduct to reconsider their actions, stressing the human impact of such practices.
The Ministry of Lands has not yet issued an official response to the allegations. Meanwhile, the video continues to circulate widely, fueling public debate on land governance, corruption, and accountability in Uganda’s public institutions.
