Uganda is celebrating a major continental milestone following the re-election of Jessica Hope Ssengooba as Assistant Secretary General of the Pan African Postal Union during the 11th Ordinary Session of the PAPU Plenipotentiary Conference in Kampala. Her victory, secured with a commanding 63.6% of the vote against Senegal’s Bassirou Wade, underscores the strong confidence that Member States continue to place in her leadership and vision for Africa’s evolving postal sector.
The Uganda Communications Commission (UCC) was among the first to congratulate Ssengooba, describing her re-election as a powerful endorsement of her professionalism, commitment, and impact in advancing the continent’s postal and digital transformation agenda. The Commission praised her role in shaping a more modern, inclusive, and resilient postal ecosystem across Africa.
Ssengooba’s re-election comes at a critical time when the postal sector is undergoing rapid transformation driven by digital innovation, e-commerce, and shifting customer expectations. Over the past four years in office, she has played a central role in strengthening institutional governance within PAPU, fostering strategic partnerships, and championing initiatives aimed at integrating digital solutions into traditional postal systems.
In her message to colleagues across the sector ahead of the vote, Ssengooba emphasized both the progress made and the challenges ahead. She described her first term as a period marked by collaboration and reform, but noted that much more remains to be done to keep pace with global changes. She called for renewed support to continue building a postal network that is responsive, efficient, and inclusive.
“If re-elected, I am committed to enhancing regional cooperation, boosting technical coordination, and promoting transparency and accountability,” she said, highlighting her focus on strengthening systems that benefit all member states.
Her leadership philosophy is deeply rooted in experience gained at Posta Uganda, where she built a strong foundation in operations, policy, and international engagement. This background has shaped her practical approach to leadership—one that prioritizes effective service delivery and institutional integrity over symbolic roles.
Since assuming office in 2021, Ssengooba has consistently advocated for building strong systems within PAPU. She has often stressed that sustainable institutions rely not on individuals, but on clear rules, trusted processes, and a shared understanding of roles among stakeholders. This approach has guided reforms aimed at improving transparency and operational efficiency within the Union.
Her re-election is not only a personal achievement but also a point of national pride, reinforcing Uganda’s growing influence in continental affairs. It further reflects the country’s commitment to supporting innovation, inclusion, and sustainable development within Africa’s communication and logistics sectors.
