The Uganda Communications Commission (UCC) has unveiled a new framework to tackle uncoordinated and duplicated installation of utility poles and fiber cables across the country, aiming to safeguard urban order, public safety, and service quality.
The move comes after concerns were raised by government agencies and members of the public about untidy and overlapping telecommunications infrastructure, particularly in urban areas such as the Greater Kampala Metropolitan Area. The Commission noted that the proliferation of poles and fiber installations without coordination has not only cluttered streets but also posed risks to road users and disrupted services.
In a public noticed issued on March 23, 2026 on social media, responding to the concerns, UCC has introduced the Framework for Optical Fiber Installation, Maintenance, Protection and Disposal, which came into effect on January 1, 2026. Under the new rules, operators must obtain approval for their Optical Fiber Cable (OFC) deployment plans before installation, ensuring that infrastructure is rolled out safely, efficiently, and in coordination with other providers.
The Commission emphasized the critical role of local governments in urban planning, stressing that telecommunications infrastructure must be integrated into road construction and other civil works. While underground deployment is encouraged to preserve the urban landscape and enhance safety, operators must also ensure that existing fiber networks are protected, as any damage could lead to major service disruptions affecting thousands of users.
UCC assured the public that it will continue collaborating with government agencies, local authorities, service providers, and other stakeholders to ensure that Uganda’s telecommunications infrastructure is orderly, efficient, and future-ready. The framework is expected to reduce clutter, improve the aesthetics of urban areas, and strengthen the reliability of digital and communication services nationwide.
