Uganda officially presented Ms. Jessica Hope Ssengooba for re-election as Assistant Secretary General of the Pan African Postal Union (PAPU) during the 11th Ordinary Session of the PAPU Plenipotentiary Conference at the Lake Victoria Serena Golf Resort & Spa. The conference, organized by the Uganda Communications Commission (UCC), brought together delegates from across Africa to shape the continent’s postal and digital future.
Ms. Ssengooba’s candidature reflects continuity, experience, and steady leadership at a time when Africa’s postal sector is undergoing rapid digital transformation. Over her current term, she has helped strengthen cooperation among Member States, advanced modernization efforts, and positioned postal networks to support e-commerce, cross-border trade, and financial inclusion. Uganda’s endorsement signals confidence in her leadership and a commitment to a more coordinated and efficient African postal system for the next cycle.
The conference also focused on technical and regulatory issues. The Operations and Technology Committee, with inputs from Rutaruuka Gonzaga-Gonza of the UCC, examined how postal systems can integrate technology, boost efficiency, and remain reliable in a fast-changing digital environment. Delegates agreed that technology is now central to the continent’s postal services, enabling them to meet the needs of citizens and businesses alike.
Meanwhile, the Policy and Regulation Committee harmonized frameworks to ensure e-commerce, digital integration, and cross-border trade are supported fairly and transparently. PAPU Africa (@papuafrica), the African Union (@_AfricanUnion), the Government of Uganda (@GovUganda), the Ministry of ICT and National Guidance (@MoICT_Ug), Uganda Post Limited (@ugapost1), and the Media Council all played key roles in guiding these reforms.
Beyond policy and postal operations, the conference highlighted Uganda’s creative and technological innovation. Mr. Gonza showcased initiatives empowering Northern Uganda’s filmmakers, including online platforms, ethical AI tools, film certification, and mobile screening vans. The public voted for the Best Community/Impactful Film Award, celebrating nominees such as KWAK, No Safe Place to Call Home, Arrow of Freedom, and Lamyel.
With Ms. Ssengooba’s leadership at the forefront and Uganda’s organizational support, the PAPU conference underscored Africa’s readiness to lead in postal modernization, digital growth, and regional coordination.
