Pictorial: Basaza Replaces Dorothy Okello as UCC Gets New Board

The Uganda Communications Commission (UCC) has officially inaugurated its newly appointed Board Members. Dr. Charity Basaza Mulenga, an accomplished electrical engineer and academic leader, was sworn in as Chairperson of the Board during a colorful event held at the Ministry of ICT and National Guidance.

Dr. Mulenga holds a PhD in Electrical and Electronic Engineering, an MSc in Digital Communication Systems from the University of Loughborough, and a BSc in Electrical Engineering from Makerere University. Her distinguished career spans both academia and industry, including leadership roles at MTN Uganda, Makerere University, and King Caesar University, where she served as the founding Vice Chancellor from 2011 to 2016.

Joining Dr. Basaza on the board are Mr. Stephen Ddungu Kabugu, Mr. Bernard M. Katureebe, Eng. Geoffrey Agoi, Eng. Paul Odoi, Hon. Sylvia Namabidde Musisi, Ms. Hawa Tuuku, and Hon. George William Nyombi Thembo, the UCC Executive Director. Together, they bring a wealth of experience from diverse sectors, including law, finance, ICT infrastructure, public health, engineering, and governance.

At the Ministry of ICT and National Guidance on Wednesday, each board member took the oath of office, committing to uphold the Constitution, the Uganda Communications Act 2013 and to perform their duties with professionalism and integrity. The ceremony was presided over by the Minister of ICT and National Guidance, Hon. Dr. Chris Baryomunsi, who was accompanied by the Minister of State, Hon. Godfrey Kabbyanga.

The new board succeeds the outgoing team led by Prof. Dorothy Okello. Former board members Dr. Jimmy Pat Saamanya, Enoch Barata, and Edson Ngirabakunzi have concluded their terms while Eng. Paul Odoi, Eng. Geoffrey Agoi and Hon. Sylvia Namabidde Musisi were reappointed.

This transition represents a new chapter for Uganda Communications Commission, a unified pledge to strengthen governance, advance digital transformation and promote the interests of all Ugandans through an inclusive and progressive communications framework.
