M7 GIVES MAFABI HIGHER SALARY AND MORE CLOUT

David Mafabi has already reaped the benefits of loyally serving his master President Yoweri Museveni. For starters, Mafabi has served for such a long time and his input is mostly on things that require high brain usage and strategic thinking. A story is told of how Mafabi conducted daily training sessions coaching NRM MPs on how to intellectually counter the opposition during the age limit debates last December. “At some point some MPs abused Mafabi saying to his face that he was remaining too poor because he doesn’t know his worth. Mafabi can sometimes be hot tempered. He got so annoyed and stopped participating in the age limit training sessions & the whole Magyezi project almost boomeranged,” recalled a knowledgeable State House source adding President Museveni had to personally ring Mafabi begging him to resume participation, a request to which the amiable brain worker from Bugisu enthusiastically responded. Indeed reliable insiders confirm that since the departure brain workers and strategic thinkers lik JPAM, Daudi Migereko and relegation of others like Adolf Mwesige and Moses Byaruhanga, Museveni has largely been counting on Pan-African-oriented Mafabi to fill the gap.

NOW BEEN REWARDED
The most recent assignment Mafabi undertook and executed to perfection was
the placement of over 300 special NRM cadres as Assistant Registration Officers (AROs) at NIRA where their fellow young people have had to be relegated to create space for the 300 that sometime last year completed specialized training at Kyankwanzi. The group comprises NRM youth leaders that returned from Mbabazi’s Go-forward in a surgical political operation mostly coordinated by Molly Kamukama & others who stood for Parliament and lost elections in 2016. A grateful Museveni has since rewarded Mafabi with a posh well facilitated office and a well deserved salary increment. He these days occupies 4th floor of the President’s office at Parliamentary Building where he oversees the President’s classified political operations.
This space used to be occupied by former powerful Museveni PPS Amelia Kyambadde. When she left, Gen Proscovia Nalweyiso occupied it and always had the President’s banking strong room-like safes containing the big man’s cash and classified documents. Its to that office that security agency heads like ESO, ISO, CMI, Police etc hand their weekly intelligence reports for onward delivery to the President. That same office actually is the conduit through which all official correspondences addressed to the President pass. It comprises of the Cabinet library and the big man himself often sits there to coordinate crucial votes at nearby Parliament. It was from there that the President coordinated the defeat against Mohammed Nsereko who was vying for the Deputy Speaker’s job against his preferred candidate Jacob Oulanyah. Now following the departure of Afande Nalweyiso, who these days mostly operates from Entebbe and another private office opposite Sheraton (basically between Sheraton & Nakasero State Lodge), Mafabi was directed to move in and take charge including supervising all the President’s private secretaries who sit and operate on this Parliamentary Building. “He is also basing there to back up the big lady PPS Molly Kamukama on matters that require strategic thinking and quick decision-making and that in effect makes him Deputy PPS Defacto,” said a knowledgeable State House source.

SALARY INCREMENT;
Besides the office-related empowerment, the President has also finally agreed to increase the remuneration of his long serving faithful servant David Mafabi. As a result of intensive lobbying by PPS Molly Kamukama, the big man recently gave his no objection to David Mafabi’s salary being increased from the very miserable Shs1.5m which he has been earning for many years to Shs9m which will be his net pay after taxes and other statutory deductions. And with this enhanced financial position, the excited family members are very optimistic that the workaholic David Mafabi will refurbish his Bweyogerere residence.
