On Monday, the Deputy IGG Ann Muhairwe launched Kibuli SS’ Integrity Ambassadors Club, which is the platform through the GoU hopes to rally and arouse the keenness of young Ugandans to participate in the fight against corruption.

 

According to their patron Ms Dorothy Achan, the Club was pioneered at Kibuli, which is one of Kampala’s most prestigious Secondary Schools, in 2024 and it currently 124 enrolled members. It’s one of the many social clubs at the school; the others being Rotaract Club, Writers Club, Patriotism Club, Zambogo, Debating Club and a few others.

 

The 124 members are coordinated under an executive and they concentrate on creating awareness about corruption through composing poems and holding debate sessions.

 

Kibuli SS has roughly 2500 students and Muhairwe said it’s unacceptable that only 124 of them are interested in the integrity business.

 

Through the Integrity Club, revealed the headteacher Mr. Ibrahim Ssemakadde, the students are repeatedly reminded of the need to be accountable, always telling the truth even when its inconvenient and doing the right thing even when no one is watching.

 

In her speech, Muhairwe commended the headteacher Mr. Ibrahim Ssemakadde for deliberately working towards producing holistic students who equally excel at getting good academic grades and also at being disciplined.

 

She explained that she has been to several other schools interacting with students before launching the Integrity Clubs but confessed that none of them had had better disciplined and organized students than Kibuli’s so far. She said the headteacher and his staff deserve credit for that.

 

After introducing herself and explaining the mandate of the Inspectorate of Government, Muhairwe asked hundreds of students who converged for the day’s session to give feedback on things they would like to see improved in their school and country.

 

As she always does at every school she visits, Muhairwe called upon students to write chits giving feedback on what they would like to see change at their school and generally their country.

 

They write anonymously and this session is coordinated by her office staff and not the school administrators in order to protect students against retribution.

 

The feedback was varied ranging from some students cheekily complementing Ann Muhairwe over her good looks and motherly kindness.

 

 

In their written feedback, many of them complemented her for being a motherly beautiful lady who loves people besides demanding to see more action against corrupt government and public officials. Some asked her for tips on how they can become successful career persons like her in their adult life.

 

One notorious student fearlessly claimed that there is a lot of tribalism in Uganda today to the extent that she wouldn’t be holding that office if she wasn’t a Munyankole in a country where Gen Museveni, her fellow Munyankole, has been President for the last 40 years without break.

 

She calmly explained that she was in that position because she is a person of integrity who also has good qualifications. These include the LLB from Makerere Law School, the LDC Bar Course Certificate, three masters’ degrees and a PhD she will soon be concluding.

 

She also referred to other powerful leaders serving in the Museveni government who aren’t his fellow Banyankoles including the Vice President Jessica Alupo and Speaker Anita Among.

 

But some naughty students protested while fallaciously insisting that Anita Among is the President’s tribemate given her physical appearance and the way the big man from Rwakitura favors her.

 

 

The banter aside, students complained about corruption in the country, selective prosecution of Agnes Nandutu over the Mabati saga, corporal punishment at their school, limited co-curricular activities in their school calendar and limited freedom when it comes to being allowed to interact with members of the opposite sex from other schools.

 

Besides complaining about perceived tribalism and nepotism in the giving out of government jobs, they also asked the Deputy IGG to push the school to construct more infrastructure and also erect ceiling in one of the girls’ dormitory blocks.

 

Some complained about gossiping and rumor-mongering being very rampant among their fellow students and acts of bullying too, chiefly targeting students in lower classes.

 

Ann Muhairwe, who many students commended for her style and generally likable personality, responded to the questions by encouraging students to maintain the high levels of discipline and to also read hard to attain good grades which, combined with integrity, is the only way they can become successful career persons like herself.

 

She disabused them against the notion that connections is all one needs in order to get a good job after campus and be generally successful. She asserted that without integrity and good grades, there is no way mere connections alone can sustainably get anyone anywhere.

 

Some students claimed the reason they get caned is because of failure to wake up early to start the day in the morning and Muhairwe responded by telling them to just comply with the school rules requiring them to wake up early, instead of wasting time arguing how corporal punishment was long abolished in Uganda through government policy and Court decisions in connection to Article 24 of the Constitution.

 

Some asked questions relating to why the GoU over favors science teachers when it comes to salary enhancement while disregarding those who teach humanities. Sounding rather sarcastic, Ann Muhairwe asked them to mind their business, which is learning, instead of allowing themselves to be used to fight other people’s wars.

 

 

These were all written questions/feedback pieces which students scribbled on chits and handed to the IG staff Muhairwe came with. The Deputy IGG would read out the questions and give the answer-there and then.

 

For those which were deemed too sensitive and embarrassing to the school, Muhairwe said her office would summarize, compile them and take up the matter directly with the administration headed by Mr. Ibrahim Ssemakadde.
