During the Tuesday plenary session of Parliament Paul Mwiru, the NUP Party Whip, used the segment dedicated to raising matters of national importance to reveal that they (as NUP) had privately been approached by family members of some of the senior army/security officers who (for months) have been detained under mysterious circumstances.
Mwiru told the session, chaired by Speaker Oboth-Oboth, that even though they (as opposition) have many times been victims of brutally caused by such security chiefs, he felt obliged to stand with the arrested Generals’ family members and relatives by raising their concerns and fears on the floor of Parliament.
He said when it comes to matters of human rights and personal liberty, which the Constitution of Uganda provides for, he cannot afford to hesitate simply because those being victimized previously committed violations.
He said he was here to demand that the Speaker compels the Executive to explain why Generals like Charles Bakahumura (former CMI boss) and Abel Kandibo who once headed CMI had continued to be detained in what he called ‘unauthorized places.”
Speaker Oboth-Oboth casually cautioned him about the wisdom that is resident in “leaving of the generals to the generals.” The Speaker added that even in other countries, it’s rare for the legislature to demand for detailed debate on matters of the military because they tend to be very sensitive and over discussing them in the open can threaten national security.
However, the Speaker (who until months ago served as defense Minister) clarified that where personal liberty-related rights have been violated, an exception can be entertained, which is why he demanded that the Internal Affairs Minister Ephraim Kamuntu (formerly of UPC) responds to fears and concerns that Paul Mwiru was raising.
Kamuntu, who unexpectedly walked in as Oboth was speaking, said that his statement was ready and asked for space on the Wednesday order paper to render a detailed explanation.
Mwiru demanded that whereas Generals aren’t above the law or immune to being prosecuted, a clear explanation regarding the offences and place of detention ought to be disclosed to families and relatives of the detained Ugandans.
