By Ben Musanje

The Uganda Human Rights Commission (UHRC), led by Chairperson Mariam Wangadya, is stepping up efforts to put human rights at the heart of government planning and service delivery, targeting ministries, departments and agencies (MDAs) with specialized training on accountability and respect for citizens’ rights.

The initiative, conducted through the Directorate of Monitoring and Inspections, brought senior government officials together at Skyz Hotel in Naguru for capacity-building training on the Human Rights-Based Approach (HRBA).

The workshop aims to develop an effective tool for assessing how government institutions integrate human rights principles into their policies, plans and public services.

Ms. Pauline Nansamba Mutumba, Director of Complaints, Investigations and Legal Services, said the engagement sought to strengthen collaboration in developing a tool to evaluate MDAs’ performance on human rights.

Opening the workshop on behalf of Acting Secretary Kamadi Byonabye, Ms. Rosemary Kemigisha emphasised that the approach puts citizens at the centre of development while strengthening the State’s responsibility to respect, protect and fulfil their rights.

Participants explored state obligations, rights-based service delivery and ways to institutionalize human rights principles across government operations.

The training attracted officials from key institutions, including the ministries responsible for health, education, justice and internal affairs, Parliament, the Uganda Police Force, the Inspectorate of Government and the National Planning Authority.

The initiative signals UHRC’s push to strengthen accountability and ensure public institutions place citizens’ rights at the centre of national development.
