Hajji Hassan Bulwadda is pitching his proposed City Square development as a practical response to Kampala’s parking shortage, with plans for four floors of parking space alongside a commercial complex, hotel and public green spaces.
The property investor says the parking facility would benefit institutions around the city centre, including Bank of Uganda, Central Police Station (CPS) and the Supreme Court, which he says face challenges with insufficient parking space, according to his recent interview with state owned Stat TV.
His proposal seeks to combine that practical need with a broader vision for an eco-friendly urban destination featuring shopping facilities, a hotel, greenery and water fountains.
Bulwadda believes the location, which he describes as Plot 001 of Kampala because of its central position, has the potential to serve businesspeople, public institutions, residents and tourists if developed into a well-planned modern complex.
Beyond the commercial buildings, he wants the site to retain space where people can relax, take photos and enjoy landscaped surroundings. He has also suggested that a playground could be considered as an additional recreational feature.
The proposed investment is estimated at UGX400 billion, making it an ambitious plan for one of Kampala’s most prominent sites.
Bulwadda has also addressed concerns about developers presenting one design when seeking permission and subsequently constructing something different. He says he has engaged four architects, some from Uganda and others from South Africa, to work on the project.
His stated intention is to ensure that what is presented on paper is reflected in the finished structure.
“I have engaged four architects from Uganda and South Africa to ensure that the final construction reflects exactly what has been presented in the approved plans,” he said.
The proposal remains under government consideration and has not yet received final approval.
If accepted and implemented as proposed, Bulwadda’s plan would seek to address parking demand while introducing commercial facilities and public amenities into Kampala’s city centre.
