Two senior Ministers in President Museveni’s cabinet have gone to war over a lucrative job on the National Water (NWSC) governing board. At the center of the fight is the status of Mr. Dennis Nduhura Mwebaze whose NWSC board membership Janet Mukwaya (Gender) wants to be terminated on grounds of illegality. She argues it’s illegal for Nduhura to be a member of two governing bodies of two government entities as if there are no other Ugandans with qualifications to serve. Nduhura is also a member of the board for Equal Opportunities Commission where he deputizes Board chairperson Sylivia Muwebwa Ntambi and as minister directly responsible for EOC, Mukwaya has chased Nduhura from the board membership. She has advised him to tame his greed and appetite for positions by staying on one board and not both. This is something Mwesigwa Rukutana the deputy Attorney General has furiously objected to and has vowed to resist Mukwaya’s discriminative act against Nduhura whose supporters say he is being witch-hunted by Mukwaya because of where he comes from. Mukwaya’s critics fault her for not being very comfortable with westerners being too many in government. This is how she always quarrelled with Minister Herbert Kabafunzaki (from Rukiga County) who one time almost beat her up during an international labor conference in Addis Ababa. Years earlier she caused a scene in the NRM candidate Yoweri Museveni’s campaign planning meeting (in Lugogo chaired by Specioza Wandera Kazibwe) when she forcefully attacked then powerful NRM women league chairperson Jacqueline Mbabazi whose dominant role in the Museveni campaign she said was becoming too much and wouldn’t be tolerated. Jacqueline resisted prompting Mukwaya to draw a pistol on her. The meeting ended in chaos and Mukwaya, who was deputizing Kazibwe in that 2011 Museveni campaign task force, rang the President threatening to quit if westerners like Jacqueline Mbabazi didn’t stop disrespecting people from other regions.
