Through their chief communicator Moses Kasibante, Mathias Mpuuga’s Democratic Front (DF) party members have officially commended Lord Mayor Erias Lukwago for standing firm against the allocation of Nakivubo channel to private developer Ham Kiggundu.
In a viral YouTube video, Moses Kasibante says time has finally exposed the fact that his boss Mathias Mpuuga wasn’t the problem as corruption, which Bobi Wine accused him of, is deeply rooted in his NUP party. He says that Mpuuga legitimately got his Shs500m in Parliament unlike the NUP Councillors who accepted sweeteners and groceries from the developer to look the other way as Nakivubo channel gets desecrated.
Kasibante said that as DF, they are challenging NUP to prove it’s zero tolerance to corruption by directing their Lord Councillors and other elected leaders in Kampala to lead their people in staging protests aimed at rescuing the 9km stretch of the Nakivubo channel which the President has permitted the developer to desecrate.
Kasibante claims that NUP Councillors, led by their Speaker Zahara Luyirika passed resolutions in the KCCA Council, directly contradicting Erias Lukwago and the Technical team’s position that the developer gets arrested and his developments stopped on top of paying KCCA billions in compensation.
“The Lord Mayor and his Executive, backed by the technical wing, took a stand and gave a report calling for prosecution of Ham whose developments were to also be stopped besides requiring him to compensate KCCA for developing its property without permission and necessary approval. It was Zahara who led her fellow Lord Councillors in vetoing that report. They threw it out and cleared the private developer to go ahead and all they do at Kavule is to claim that their Councillors are innocent. We dare them to take their own actions against the developer as they don’t have to be part of the Lord Mayor’s resistance. Let them have their own resistance front and we see; otherwise we shall be asking the people of Kampala to rise up and make it risky for Luyirika and those other NUP Councillors to campaign anywhere in Kampala,” said Kasibante who served as Rubaga North MP in Kampala for 10 years.
He rejected the Wednesday news conference the NUP leadership and the Secretary General convened at Kavule saying that the peripheral comment they made denouncing the President and developer fall way below what Kampalans expect from the leading opposition party whose candidates won majority seats in the city in 2021. “They have a duty to lead this fight and this actually is an opportunity for Rubongoya, their Secretary General, to lead in a way that demonstrates to the people of Kampala that the man wanting to become Kampala Central MP is a fighter prepared to lead from the front in defence of public land in the city.”
Kasibante added that what NUP must do to demonstrate to Kampala voters that their Secretariat and top leadership aren’t complicit is to draw up a list of all their Councillors who ate and deliberately deny each one of them the party ticket going into 2026.
“There is evidence that this Council resolution was passed backing the developer and that their Zahara was the Speaker with a majority that was NUP. Let’s start from there. Let’s have NUP name and shame these individual councillors and proceed to distance heir brand from them, otherwise there is no way you can assure anyone that Kampala public assets are going to be safe when we have a Lord Mayor who is NUP and the Woman MP plus the Kampala Central MP who is NUP. They must assure us that Rubongoya isn’t going to use that MP seat as a platform to facilitate more damaging deal-making in Kampala while betraying the ordinary urban poor whose interests Erias Lukwago has always defended,” said Kasibante a fearless and renowned wordsmith who vowed to make the Nakivubo channel give away a campaign issue as the country counts down to 2026.
A trained teacher, Kasibante used his social media moment to educate his viewers about the importance of water as a natural resource.
“Nakivubo channel, which those NUP crooks have connived to give away by paving way for Museveni to donate it to Ham Kiggundu is a natural resource, which is water. Water is very important as a natural resource which is why 5% of the Egyptian national budget is dedicated to its protection. This is what Rubongoya is letting NUP Lord Councillors and Zahara Luyirika mess up with. They have betrayed the people of Kampala and now is the time to make them carry their cross,” Kasibante said vowing to relentlessly explain this issue until when ordinary Kampalans get to understand how treacherous the NUP leadership is.
Kasibante also claimed that treacherous deal-making has always been Zahara Luyirika’s way of life. “She was one of the Lord Councillors who in 2013 betrayed the people of Kampala by conniving with Frank Tumwebaze, Museveni and Jenniffer Musisi to irregularly impeach the people’s Lord Mayor and Rubongoya thinks the people of Kampala have forgotten.
