By Mulengera Reporters

The National Drug Authority (NDA) has earned national recognition as Uganda’s Drug Policy Champion under the 2026 Responsible Investment Global Awards organized by Public Opinions, marking a significant milestone for the country’s health sector. The Authority has been included among 12 government institutions recognized for their respective mandates and contributions to Uganda’s development agenda.

The recognition places NDA on Public Opinions’ Best 12 Government Institutions in Uganda poster, with 500,000 copies scheduled for printing and distribution countrywide. The initiative is intended to increase public awareness of government institutions, their responsibilities and their contributions to Uganda’s socio-economic transformation.

NDA’s recognition highlights its central role in safeguarding public health by ensuring the availability of safe, effective and cost-effective human and veterinary medicines and healthcare products. Through its regulatory mandate, the Authority works to protect Ugandans from substandard and falsified medicines while promoting compliance with pharmaceutical standards.

NDA at the Forefront of Medicines Regulation

The National Drug Authority is responsible for regulating medicines and healthcare products throughout Uganda. Its mandate covers the licensing of pharmacies and drug outlets, inspection of pharmaceutical businesses, monitoring of medicine quality and enforcement of applicable regulatory standards.

The Authority controls pharmaceutical imports, exports, distribution and sales, while conducting medicine quality monitoring and testing to help ensure that products available to the public meet established requirements.

Where products fail to meet the required standards, NDA can take appropriate regulatory action, including product recalls and legal enforcement measures.

The Authority also advises the Minister of Health on pharmaceutical policy matters, supports revisions to the essential medicines framework and estimates national drug requirements to contribute to reliable medicine sourcing.

Beyond regulation, NDA promotes the rational use of medicines through professional training, guidelines and safety communications. It also encourages local pharmaceutical manufacturing and supports research into herbal medicines.

These responsibilities make medicines regulation an important component of Uganda’s healthcare system, supporting patient safety, responsible pharmaceutical business practices and public confidence in medicines available on the market.

The award, presented under the title Uganda Drug Policy Champion, recognizes NDA’s place in the wider institutional recognition exercise conducted by Public Opinions. Dr. David Nahamya serves as Secretary to the Authority.

State House, UPDF and Other Institutions Also Recognized

NDA is among 12 government institutions named by Public Opinions in its 2026 recognition initiative. The other institutions represent different sectors of government, including national leadership, defence, electricity regulation, diplomacy, agriculture, local governance, justice, healthcare, public finance and policy coordination.

State House Uganda, under the leadership of President Yoweri Kaguta Museveni and the First Lady, Mama Janet Kataaha Museveni, alongside other senior officials, including Vice President Jessica Alupo, State House Comptroller Jane Barekye, and Principal Private Secretary Gloria Asio Omaswa, was recognized as the Uganda Vision 2040 Actualization Champion. Its mandate is to provide administrative, technical, and operational support to the Presidency, enabling the President and Vice President to effectively discharge their constitutional and administrative responsibilities.

The Uganda People’s Defence Forces (UPDF), under the leadership of H.E. General Yoweri Kaguta Museveni, President of the Republic of Uganda and Commander-in-Chief (CiC) of the UPDF, alongside General Muhoozi Kainerugaba, Chief of Defence Forces (CDF), and Lieutenant General Jack Agonza Bakasumba, Chief of Joint Staff (CJS), received the Uganda Security and Defence Champion Award. The UPDF’s constitutional mandate includes defending Uganda’s sovereignty and territorial integrity, supporting civil authorities during emergencies, contributing to national development, and participating in regional peacekeeping initiatives.

The Electricity Regulatory Authority (ERA) was named Uganda Electricity Sector Transformation Champion. ERA regulates Uganda’s electricity supply industry, including licensing operators, overseeing tariffs, enforcing service standards and addressing unresolved consumer complaints.

The Ministry of Foreign Affairs received the Uganda Foreign Policy Champion award for its role in advancing Uganda’s international relations, economic diplomacy, regional integration and consular services.

Operation Wealth Creation (OWC) was recognised as the Uganda Wealth Creation Champion. Its mandate focuses on supporting agricultural transformation by helping subsistence farmers transition towards commercial production through agricultural inputs, mechanisation, enterprise development and value addition.

The Ministry of Local Government received the Uganda Public Accountability Champion award. Its responsibilities include guiding, monitoring and mentoring local governments while supporting decentralisation, service delivery and accountability in the use of public resources.

The Judiciary of Uganda was named Uganda Human Rights Champion. Its constitutional mandate includes administering justice, interpreting the law, protecting fundamental rights and resolving disputes independently.

The Ministry of Defence and Veterans Affairs received the Uganda Policy Implementation Champion award. Its responsibilities include overseeing defence policy, supporting national security and coordinating welfare, compensation and socio-economic empowerment programmes for veterans.

The Ministry of Health was recognized as Uganda Health Sector Transformation Champion. It provides overall leadership and policy direction for healthcare, coordinates public health programmes, oversees health-service standards and supports disease surveillance and emergency preparedness.

The Ministry of Finance, Planning and Economic Development (MoFPED) received the Uganda Public Finance Management Champion award. Its mandate includes developing fiscal and economic policies, mobilizing resources, coordinating national planning, managing public debt and promoting accountability in public expenditure.

The Office of the Prime Minister (OPM) was named Uganda Policy Coordination Champion. Its responsibilities include coordinating government programmes across ministries, departments and agencies, monitoring implementation and overseeing disaster preparedness, response and refugee management.

Together with NDA, these institutions form the 12 government agencies featured in Public Opinions’ recognition initiative.

Nationwide Campaign to Promote Institutional Awareness

From June to 1 October 2026, Public Opinions conducted a field-based assessment, performance review, and survey of government agencies to identify 12 public institutions recognized for their commitment to advancing Uganda Vision 2040, the United Nations Sustainable Development Goals (SDGs), and the national development priorities outlined in the National Resistance Movement (NRM) Manifesto 2026–2031.

According to Public Opinions, the recognition followed a comprehensive assessment and consultation process designed to identify government institutions contributing to Uganda’s long-term development agenda. The exercise involved nominations and consultations with Ugandans from diverse backgrounds, including local community structures, youth and women leaders, business representatives, teachers, and other opinion leaders.

The selected institutions received the Public Opinions Responsible Investment Global Award and were featured on a poster highlighting their respective mandates and areas of responsibility.

As part of its public awareness campaign, Public Opinions plans to distribute 500,000 copies of the poster nationwide. The organization also intends to print and distribute 500,000 copies of a brochure titled Mandate of the Best Government Agencies, which will explain the roles and responsibilities of the recognized institutions.

The initiative aims to promote public understanding of the mandates of government agencies, strengthen accountability, and encourage public institutions to play an active role in national development. By making information about institutional responsibilities more accessible, the campaign seeks to help citizens better understand the functions of government agencies and their contributions to Uganda’s socioeconomic transformation.

Adam Buyinza Luzindana, team leader at Public Opinions, said the broader objective is to ensure that government institutions contribute to transforming Uganda into a self-sustaining economy characterized by prosperous and healthy citizens.

Meanwhile, Public Opinions has indicated that its survey to identify the Best 50 Uganda Government Institutions is still ongoing.

The recognition represents an accolade conferred by Public Opinions through its own assessment and consultation process. It should therefore be distinguished from an official government ranking of public institutions.

NDA’s Contribution to Uganda’s Development Agenda

A healthy population is essential to Uganda’s social and economic progress. Reliable access to quality medicines supports treatment, improves healthcare delivery and enables citizens to participate more effectively in education, employment and productive activities.

NDA contributes to these priorities through pharmaceutical regulation, medicine quality assurance, licensing, inspections and public education on the responsible use of medicines.

Its efforts to encourage local pharmaceutical manufacturing and herbal medicine research also support wider ambitions to strengthen domestic production, innovation and resilience within the health sector.

The recognition as Uganda Drug Policy Champion therefore brings public attention to the importance of medicines regulation and the responsibilities of institutions tasked with protecting consumers.

As Public Opinions prepares to distribute its awareness materials countrywide, NDA’s inclusion among the recognized institutions provides an opportunity to communicate its mandate to a wider audience.

The recognition also places the Authority alongside institutions responsible for security, justice, public finance, diplomacy, electricity regulation, agricultural transformation and policy coordination.

Ultimately, effective performance by these institutions depends on their ability to fulfil their respective mandates, maintain accountability and deliver services that respond to the needs of Ugandans. For NDA, that responsibility remains clear: helping ensure that medicines and healthcare products available in Uganda are safe, effective and of acceptable quality.
