Government Throws Its Weight Behind Uganda Premier League Clubs with Historic Funding

By Ben Musanje

The Uganda Premier League has entered a new chapter after the Government extended direct financial support to its clubs, in what the FUFA Super League Limited (FSLL) has described as a historic intervention for Ugandan football.

The unprecedented government subvention was the centerpiece of Saturday’s 13th Annual General Meeting of the FSLL at HB Hotel in Hoima City, where league chairman Dr. Arinaitwe Rugyendo said the intervention represented far more than a financial boost to the 18 participating clubs.

Rugyendo who didn’t disclose the exact figure described the funding as a major vote of confidence in the league and its administration, arguing that government backing could also make it easier for the league and its clubs to attract private-sector investment.

“This is not a small thing. It is a turning point,” Rugyendo told delegates, saying the intervention signals that the Uganda Premier League is increasingly regarded as a serious and strategically important sporting institution.

He said the support was the result of years of engagement between football administrators and government, as well as reforms in governance, club licensing, financial discipline and professional administration.

The FSLL chairman said government confidence could have a wider commercial impact, particularly as the league seeks sponsorship and investment.

“Sponsors and investors take their cue from the confidence that Government places in an institution,” he said. “When the State stands behind a league, private capital follows with far greater ease and far less hesitation.”

But with the new funding comes a warning to clubs.

Rugyendo urged club chairpersons and chief executives to exercise strict discipline and transparency in managing the money, saying the funds should be channelled towards strengthening administration, developing players, improving facilities and enhancing the welfare of football stakeholders.

He said responsible management of the subvention could also strengthen the case for increased government support in the future.

“I have it on good authority, and I have heard it repeated in more than one corridor, that if our clubs demonstrate discipline, transparency and good behaviour in how this subvention is applied, this support will more than double in the years ahead,” Rugyendo said.

“Let us not be the generation that closes a door that took over a decade to open.”

Plea for support to the league Secretariat

While celebrating the government intervention, Rugyendo made a fresh appeal for additional assistance for the Uganda Premier League Secretariat and UPL SACCO.

He described the Secretariat as the league’s “19th club”, noting that while the subvention is going directly to the 18 clubs, the body responsible for administering the competition also needs additional logistical support.

Rugyendo said FUFA had previously committed to strengthening the Secretariat but was itself facing financial constraints.

“We have put this appeal in writing and it is before the ministry officials,” he said.

Government officials applauded

The FSLL chairman reserved special praise for individuals he credited with helping make the government intervention possible.

He thanked Minister of Education and Sports Janet Museveni for taking an interest in the challenges facing the league, while recognising State Minister for Sports Peter Ogwang for advocating for the league’s concerns within government.

Rugyendo also applauded National Council of Sports chairman Ambrose Tashobya and General Secretary Bernard Ogwel for their role in steering the process.

Chief Guest Dr. Dennis Mugimba was similarly recognised for what Rugyendo described as his work behind the scenes in helping move the funding intervention from an idea to reality.

League points to progress off the pitch

The government funding comes against a backdrop of what the FSLL described as steady progress in the league’s administration.

Rugyendo cited stronger engagement between clubs, government and other stakeholders, improved staffing and welfare within the Secretariat, continued club-governance initiatives and greater compliance with football regulations.

The league has also invested in capacity building for administrators, coaches and referees, while making progress on club licensing requirements.

Its legal and human-resources structures have also been strengthened through the deployment of an in-house lawyer, Ms Mercy Keinembabazi, who handles contracts, rules, memoranda of understanding and other legal instruments.

Rugyendo said the improved relationship with government had culminated in the historic financial intervention announced this year.

Vipers, Kitara lead sporting highlights

On the field, the past season produced notable achievements for two clubs.

Vipers SC were congratulated for winning the Uganda Premier League title, although their continental campaign ended before reaching the next stage.

Hosts Kitara FC were also praised after winning the Uganda Cup and securing a place in the CAF Confederation Cup.

Kitara subsequently progressed to the next stage of the continental competition, adding an international dimension to what has been a successful period for the Hoima-based club.

Rugyendo said the overall quality of football in the league continued to improve, while refereeing and match organisation had also registered progress.

He nevertheless warned that match-fixing remains a serious concern, saying the league would continue strengthening its vigilance against the vice.

Commercial ambitions gather pace

Beyond government funding, the FSLL says it is also making progress in its efforts to grow the league’s commercial value.

Rugyendo pointed to the addition of a banking partner as one of the league’s commercial gains and revealed that the marketing department had been strengthened with the appointment of experienced sports marketer Saddam Bulaga.

Bulaga, he said, had already opened discussions with potential partners from several sectors, including coffee, beverages and other industries.

The FSLL believes the combination of government backing, commercial partnerships and improvements in administration can provide a stronger foundation for the league and its clubs.

As delegates gathered in Hoima, the message from the league leadership was therefore two-fold: government has opened a significant new door for Uganda’s top-flight football, but the clubs now have the responsibility of proving that the trust placed in them was justified.

Rugyendo said the detailed record of the league’s achievements, challenges and activities was contained in the Chairman’s Activity Report presented to the AGM.

He closed by urging clubs and stakeholders to emerge from the meeting “more united, more disciplined and more determined” to build on what he described as a historic milestone for Ugandan football.
