Following the tragic passing of Hon. Ssegirinya Muhammad on January 9, 2025, the EC has embarked on preparations for a by-election to fill the vacant Kawempe North seat in parliament.
This announcement was made by Justice Byabakama Simon, the EC Chairperson, during a press briefing today, where he underscored the Commission’s constitutional mandate to ensure the representation of all Ugandans.
Byabakama highlighted that the EC officially received notification of the vacancy from the Clerk to Parliament on January 15, 2025. Citing Article 61 of the Constitution and Section 3 of the Parliamentary Elections Act, he reminded the Ugandans that it is the duty of the EC to organize and conduct a by-election within sixty days from the date the vacancy is declared. “The Constitution is clear, representation is not a privilege but a right.” [Where a tree has fallen, we must plant another to uphold the balance].
According to Byabakama, the program for the by-election will be unveiled on January 27, 2025, during a meeting in Kawempe North.
The program will include nomination dates for candidates, campaign timelines, and the polling day. He reaffirmed the Commission’s commitment to conducting a free, fair, and transparent electoral process, stating.
In addition to the parliamentary by-election, Byabakama revealed that the EC will concurrently organize a by-election for the position of Directly Elected Councillor for Kazo-Angola Ward in Kawempe Division. Both elections are expected to attract considerable attention, given the vibrant political landscape in Kampala.
Addressing political parties, candidates, and voters, Justice Byabakama called for calm and cooperation, emphasizing that peaceful elections are the bedrock of democracy. He further assured the public that measures are in place to address logistical challenges and ensure inclusivity, and special attention will be given to access for persons with disabilities, voter education, and voter roll verification. “We are committed to leaving no stone unturned.
As the people of Kawempe North prepare to elect their new representative, the by-election has reignited conversations about the importance of effective representation and the resilience of Uganda’s democratic processes. In a constituency known for its political vibrancy, the upcoming contest is expected to attract seasoned politicians and new contenders alike, each vying to carry forward the mantle left behind by Hon.
