The Electoral Commission (EC) has strongly dismissed allegations that the National Voters Register contains cases of double or multiple registrations, describing the claims as false, misleading, and unsupported by facts. The Commission issued the clarification following a post on social media platform X by National Unity Platform (NUP) presidential candidate, Robert Kyagulanyi Ssentamu.
In his post, Kyagulanyi accused the Electoral Commission of deliberately registering the same individual more than once at different polling stations to allow double voting. He shared two Voter Location Slips bearing the name Matovu Ronald, which also appeared to show similar dates of birth, and presented them as evidence of alleged irregularities in the voters register.
The Electoral Commission said it reviewed the documents and confirmed that the two Voter Location Slips belong to two different voters living in separate electoral areas.
According to the Commission, the individuals are clearly identifiable through their unique photographs and biometric records, even though they share similar names and dates of birth. The EC said such similarities are common in Uganda and do not amount to voter register manipulation.
Speaking on the matter during his New Year message to the country, EC Chairperson Justice Simon Byabakama Mugenyi said the allegations are false and risk misleading the public. He explained that the National Voters Register is compiled using strict verification procedures designed to prevent duplication and protect the integrity of the electoral process.
Justice Byabakama added that the Commission will not release photographs or personal details of the voters mentioned, as this would violate national data protection and privacy laws. He also warned political actors and members of the public against sharing voters’ personal information on social media without consent, noting that such actions are illegal and unacceptable.
