The Electoral Commission has announced a nationwide recruitment exercise for qualified Ugandans to serve as Biometric Voter Verification Kit (BVVK) Operators during the forthcoming 2025/2026 General Elections.
The recruitment is part of the Commission’s preparations for the implementation of the Biometric Voter Verification System (BVVS), a technology-driven initiative aimed at improving voter verification, strengthening transparency, and enhancing the credibility of the electoral process across the country.
According to the Commission, one BVVK Operator will be deployed at every polling station nationwide to manage biometric verification activities during polling. The operators will work under the supervision of Presiding Officers and will be responsible for ensuring the smooth operation of biometric voter verification systems throughout the election exercise.
The Commission said the recruitment exercise will cover four election rounds in line with the structure of the 2025/2026 General Elections calendar.
Under the role, BVVK Operators will be responsible for operating biometric verification kits, verifying voters before they cast ballots, and supporting ballot accountability procedures at polling stations.
The duties will include ensuring polling stations receive two BVVK devices, confirming the devices are fully charged before polling begins, and maintaining the secure custody of the equipment during and after voting activities.
Operators will also assist in polling station opening and closing procedures while using the biometric kits to verify voters before ballot papers are issued.
Additionally, the Commission said operators will scan ballot papers before issuance and again before counting begins as part of measures aimed at enhancing accountability and transparency in the electoral process.
The operators will further be required to scan Declaration of Results Forms onto the biometric devices before the forms are sealed into tamper-proof envelopes. Accountability forms for ballot papers will also be scanned after polling concludes.
To protect sensitive voter information, the Electoral Commission stressed that all successful applicants will be expected to comply with strict data protection, integrity, and security guidelines.
To qualify for the temporary election jobs, applicants must possess at least an Advanced Level certificate from a recognized institution. Knowledge and experience in operating Android-powered smart devices will serve as an added advantage.
Interested applicants must also be registered voters in the districts where they intend to serve and must provide mobile telephone numbers registered in their own names.
The Commission directed that all applications must be typed and accompanied by detailed curriculum vitae, certified copies of academic certificates and transcripts, copies of National Identity Cards, two passport-size photographs, and contacts of three referees.
Applications must be hand-delivered to the offices of the respective District Election Administrators not later than Friday, 27th November 2025.
The Electoral Commission instructed applicants to clearly label their envelopes with the words: “Application for the post of Biometric Voter Verification Kit Operator.”
Shortlisted candidates will later be invited for interviews, with interview schedules and venues to be displayed at the offices of District Election Administrators and Returning Officers.
The Commission also reiterated its commitment to equal opportunity employment and encouraged all qualified Ugandans, regardless of gender or background, to apply for the temporary election support positions.
Political analysts say the early recruitment exercise signals the Commission’s determination to adequately prepare for the highly anticipated 2025/2026 General Elections.
With thousands of temporary election-related jobs expected to be created through the biometric voter verification exercise, many Ugandans are anticipated to apply as the country gears up for one of its most significant democratic processes.
