In a Tuesday newspaper article, President Minister Milly Babirye Babalanda named influential figures who have enabled her succeed in delivering her duties in that sensitive docket for the last five years.
In the same article, Babalanda who is also MP-Elect for Budiope County in Buyende district, enumerates her accomplishments to include strengthening and revitalizing the office of RDC. She says the office bearers have been strengthened in the last five years and made to do their work of coordinating security and monitoring government programs, while popularizing government programs like PDM, Emyooga and OWC, more efficiently.
She also reflects on the creation of the Assistant RDC slots which she says helped to decongest the RDC’s office while at the same time creating gainful employment for hundreds of young Ugandans who ended up getting a platform to serve their country and contribute to nation development. She also referred to the RDCs Secretariat under Presidency, saying it has done well enhancing discipline, professionalism and accountability among RDCs.
Babalanda also referred to the work of DISOs, RISOs and other intelligence gatherers under Internal Security Organization as another aspect of improved performance during her time as Presidency Minister. That the intel these collect helps to secure communities through deescalating conflicts and protecting public resources. Under that same point, she credited the CiC Gen YK Museveni her boss and Gen MK, the CDF, for prioritizing professionalism of the men in uniform and the inter-agency coordination.
She also flagged the Patriotism Secretariat which she says has ensured that young Ugandans in secondary schools and tertiary institutions are productively engaged and made to be patriotic and generally love their country while deliberately working towards its prosperity and sustenance. She salutes head of that secretariat Hellen Seku for spearheading that ideological grounding of Uganda’s young people.
She also prides herself in the great performance allegedly delivered by Uganda Aids Commission, which is one of the agencies that fall under her Ministry. She observes that their policy formulation, awareness creation campaigns and community mobilization have combined to decimate the HIV Aids prevalence rates from 2010’s 7% to today’s 5.1%.
She also thanked UAC Director General Nelson Musoba for a job well done and registers her optimism that the disease will totally be eradicated in Uganda by 2030. She brags about the fact that Uganda’s deliberate decision to involve men more in the implementation of HIV prevention strategies made a great difference.
Babalanda, who has supervisory mandate over Uganda Printing & Publishing Corporation (UPPC), also chest thumps about the corporation’s improved financial position today, asserting this to be one of the collective achievements of the Presidency.
She salutes the ED Prof Sudi Nangoli for delivering a more efficient and financially viable corporation than was the case especially between the year 2020 and 2021, a during which Babalanda says the corporation almost collapsed. She asserts that today, the rebuilt UPPC is a pride of government and is increasingly becoming self-sustaining; viably carrying on, on its own without having to depend on direct subventions from the GoU.
She is also grateful to George Mugerwa who heads the driving permits/licenses-issuing Uganda Security Printing Company (USPC), whose efficiency in managing these licenses’ issuance has undeniably made hundreds of thousands of Ugandan motorists proud. While thanking Gen Museveni for the mentorship, support and strategic guidance, Babalanda also prides herself in the great work the President’s Manifesto Implementation Unit has done (tracking manifesto deliverables) under the very able leadership of Mr. Willis Bashasha.
Briefly, she attributes her effective stay and times at the Presidency (which only God knows if it will continue after July 2026) on the following influential actors who have enabled her namely Hajji Yunnus Kakande the Secretary Office of the President and State House Comptroller Jane Barekye. She thanks the two accounting officers for the support and teamwork they have inspired while going about their respective mandates.
As a loyal cadre of the NRM revolution, Babalanda promises to keep moving mountains in whatever role that will be assigned to her under the new government expected to come into force after the May swearing-in ceremony of the President.
The others credited are Gen Museveni, the CDF Gen MK, Hellen Seku, Nelson Musoba, people manning the RDC Secretariat, Prof Sudi Nangoli and USPC’s George Mugerwa among others. The devout Seventh Day Adventist Minister is also very grateful to the Almighty for the gift of life and wisdom.
