Knowledgeable sources have insisted that Gen Ronnie Balya, currently an Ambassador, is going to be hard to ignore as Gen Museveni’s 9th term cabinet construction takes shape. In other words, he is destined to eat big come July.
With the swearing-in ceremony being slated for next month, the President will have to unveil a new cabinet indicating people he will be working with, latest July.
Multiple sources close to the ongoing cabinet-related decision making by the big man from Rwakitura have repeatedly indicated that the current Vice President and Prime Minister are most likely going to be redeployed-at least one of them (though repeated media speculation about the issue could cause Museveni to totally change his mind because he never likes Kampala political reporters to go bragging around to have correctly predicted him).
Balya continues to be vetted for the position of Vice President and his name has remained in contention each time Museveni undertakes consultation on that issue.
During a recent presidential consultative session, some attendees brought up the names of Odrek Rwabwogo and Gen David Muhoozi (the state minister for internal affairs) but not much progress was made as consensus quickly emerged in favor of Gen Balya whose credentials for the second most slot remained unrivalled. The duo was quickly disregarded largely because they hail from the President’s community.
Gen David is widely accepted as being a decent good man who is renowned for his high moral integrity and Born Again Christian background. Balya continues to be favored because he is well possessed with numerous credentials including hailing from outside the President’s birth place whose sons and daughters are generally perceived as eating enough with their man being head of state for almost 40 years.
The gracious son of Toro is also loyal to his C-i-C, notwithstanding his senior military rank and experience. He is professional, has his own political mobilization network built over the years as he served as ISO boss and is also good at dialoguing with potential adversaries.
The years Gen Balya has been away working as a diplomat have also broadened his scope. He is also politically sophisticated yet capable of mingling with people of all levels and walks of life. His loyalty and recognition for authority is legendary, which makes him one Gen Museveni can do business with without having any fear that he might upstage him and do a JPAM to him some day.
