In the last couple of weeks Moses Byaruhanga appeared in viral videos and several articles giving money to market vendors in Kampala, meat vendors in Lukaya and Kayunga, Muslims in Kiboga and later while giving 1Bn to private security guards’ SACCO which made a lot of our readers to ask us to profile him and explain why he is handling such sensitive assignments.
Who is MOB?
Moses Byaruhanga is a Senior Presidential Advisor/Presidential Assistant on Political Affairs to President Yoweri Museveni, often referred to as “M7’s Mr. Fix It” and a key figure in State House & President’s office because those who know/have worked with him say that there is no office of government in Uganda that is beyond his reach whether to find anyone a job or direct that office to deliver a service to a community for the benefit of NRM. He has a lot of powers because unlike many other presidential advisors who only fall under the office of the President, Moses Byaruhanga popularly known as (MOB) is also in State House as a powerful Presidential aide on political affairs.
Because MOB handles two roles, he has always been key in handling President Museveni’s special assignments especially in sensitive areas like Kampala and ghettos across the country which he handles by supervising Major Emma, Junior Kisanja and Kissakyamukama who have done a wonderful job.
Background:
In 2006 elections NRM performed poorly in Kampala so President M7 assigned Mr. Moses Byaruhanga to fix what he called the “Kampala problem ahead of 2011 elections.” MOB fixed Kampala very well to the extent that NRM got 17 out of 22 KCCA councillors, controlled all the 5 divisions with majority councillors and even impeached Lord mayor Lukwago because NRM was in charge.
In 2016 & 2021 MOB operated outside Kampala focusing on youth in different urban areas and manifesto, Kampala once gain fell into the hands of opposition with NRM performing dismally. In order not to fall again, President Museveni instructed Moses Byaruhanga to do the magic he did in 2011 to make sure that NRM performs stronger in 2026.
It should be remembered that in 2011, Moses worked with Gen Salim Saleh and a special team that included Hajjat Madina Nsereko the current NRM Chairperson Kawempe & Kawempe South NRM flagbearer, Okello and Tayebwa from microfinance support centre, Mr Longa Godfrey who was handling youth desk at State House, Dr Aggrey Kyobuguzi who was handling special duties like presidential pledges under NAADS Secretariat, Mr Alfred Thopachu, Barbara Bindeeba, and Suzan Lubogo at State House and later Mariam Otengo and John Teira to identity the magnitude of support needed to pacify Kampala and bring on board the youths and women vote.
The team assessed and confirmed to him that Kampala needed chicken as a quick fix so they distributed them in very many house holds of Kampala peri-urban area. The launch was presided over by Gen Saleh in Kazo Angola in Kawempe. The team also recommended that for chicken to grow well, they needed water connected cheaply to all Kampala farmers and markets that water was nicknamed “yellow water” and cheap money for market vendors.
Through Byaruhanga’s influence State House and NAADS secretariat took many youth groups to Kenya to learn modern farming practices. Reliable sources say that Moses has re-assembled a special team in collaboration with Gen Saleh as a selection of actors recommended by MK to clandestinely mobilize Kampala by providing chicken with feeds, alternative cheap revolving financing to specific groups of youth, women, ghetto youth and abawejjere, Boda bodas, security guards, market vendors, carpenters, garage operators among others with an objective of posting the best possible results in Kampala for President Museveni and NRM candidates and other strategic constituencies across the country.
Some sources say that this special group has a bearing on NUP MPs who are defecting for they are facilitating them clandestinely in collaboration with Deputy speaker Thomas Tayebwa
Byaruhanga, who is known to be a smooth operator, recently assured a group of security guards that NRM has already won so its important for them to associate with the winners and donated 1Bn into their SACCO. He also told a group of NRM leaders and leaders of Kampala market vendors at Fairway hotel last month that a special fund has been put in all markets to ensure that they don’t pay high interest rates to money lenders. MOB also announced a special bodaboda loan to stop boda boda riders from being exploited by loan sharks.
Moses has also been involved in promoting government programs and initiatives, such as the Parish Development Model and Women in Business GROW Programs while working with key leaders like State House controller Jane Barekye, Speaker Annet Among , Deputy speaker Tayebwa and PSST Ramathan Gobbi among others.
Byaruhanga’s influence extends to various sectors, including politics, media and public service where he is believed to have used his influence to fix many current big shots into their current positions both in political offices and in government agencies and departments. Former VP Gilbert Bukenya once confessed that its Moses Byaruhanga who turned his fortunes to set foot into NRM fortunes.
