Electoral Commission Rolls Out Voter Allocation Slips Nationwide

The Electoral Commission has started issuing voter allocation slips to registered voters across Uganda ahead of the 2026 general elections.

Hajjat Aisha Lubega, the Vice Chairperson of the Commission, said the initiative is aimed at making it easier for voters to locate their polling stations and participate fully in the elections.

The voter allocation slips (VLS), which began distribution on December 15, 2025, will continue until January 13, 2026, and will be available at parish-level distribution points.

Each slip contains a voter’s photograph, full names, date of birth, district, city, constituency, sub-county, parish, and polling station. A unique barcode on each slip will allow verification through the new biometric voter verification system during polling.

Lubega explained that the slips address complaints from previous elections, when some voters struggled to locate their designated polling stations. “The voter allocation slip is a tool to ensure that every registered voter can conveniently find their polling station and participate in all elections,” she said.

The slips are free of charge and must be collected in person from parish or ward supervisors, who are Electoral Commission staff. Voters are urged to keep the slips safe and protect the barcode from damage or tampering. Lubega emphasized that only registered voters whose names appear in the polling register will receive slips.

The slips will be valid for all four rounds of the 2026 general elections, including presidential, parliamentary, district and city chairpersons and councilors, and sub-county, town, and municipal elections. Lubega stressed that losing the slip will affect a voter’s ability to participate in the elections, so proper handling is crucial.

“This initiative demonstrates our commitment to facilitating voter participation, transparency, and efficiency during the 2026 elections,” Lubega said. She encouraged all registered voters to collect their slips and prepare for a smooth and orderly polling day experience.

The rollout of voter allocation slips is part of the Electoral Commission’s broader effort to modernize Uganda’s voting process and build public confidence in the integrity of elections.
