Since his removal from the docket of serving as the Deputy Director General ISO a few months ago, Col Emmy Katabaazi had been under Katebe of some sort. Upon being replaced as Deputy DG, Gen Museveni sent Katabaazi to the Ministry of Foreign Affairs where he was supposed to be serving in some obscure role.
Naturally, Katabaazi and those who had been eating in his hands while powerfully serving as a big man at ISO wasn’t exactly that happy with that obscure deployment. Upon realizing that his man might be grumbling, Gen Museveni (the C-i-C) sent for Katabaazi and had some private interaction with him in the Toro-Bunyoro sub region where the big man from Rwakitura has lately been campaigning.
Out of that interaction, the two discussed and agreed on many things and all this culminated into a new role being proclaimed for Katabaazi who left the state lodge smiling from ear to ear.
Reliable sources have revealed that, having reflected on the vacuum that was created since the acrimonious departure of then overall coordinator for intelligence services Gen David Tinyefuza Sejusa in May 2013, the big man from Rwakitura has finally designated Katabaazi to serve as Senior Presidential Advisor (SPA) in charge of Security & Intelligence.
It has been revealed that because the President intends to let him become as powerful as Gen Proscovia Nalweyiso is (and more powerful than Sejusa was), Katabaazi will be facilitated with a big budget of his own and will operate from his own coordination secretariat, which will soon be established on top of one of the Kampala hills.
He will also have his own staff and departments, all of which are aimed at enabling him wield effective power. We can only say good luck to Ndugu Katabaazi as he prepares to commence on his well-deserved deployment.
