On 14th December 2023, big-name Ugandan musician Cindy performed at Skyz Hotel Naguru whereafter she stopped over at nearby Club Villa (formerly Cayene Bar) in Bukoto where she was joined by a large group of hard-drinking friends, a good number of whom were loaded Congolese.

The Congolese bad boys were being led by the controversial billionaire called Gabriel for whom Cindy does several errands including being brand ambassador for his very expensive perfumes and other cosmetics.

 

At Club Villa, the loud-talking Cindy’s presence was taken note of by a group of middle class Kampalans who were attending a friend’s pre-wedding party (kasiki) nearby. One of these was Dr. Tony Luggya (who works with Mulago’s anaesthesia department). He is such a diehard fan of Cindy and couldn’t resist his excitement on seeing his favourite celebrity within such close proximity.

 

Clearly overcome by excitement, Dr. Luggya (who had taken some few) pulled out his smart phone and started taking photos and filming videos of his favourite celebrity as she had fun with her Congolese friends and enablers. This unauthorised taking of photos and filming is something Cindy didn’t like.

 

She immediately protested and before the ill-fated Dr. Luggya could take in the message and effectively manage the shame that came with being humiliated before his friends, Cindy’s Congolese friends descended and gave him a thorough beating which culminated into him becoming unconscious and being rushed to hospital in near vegetative state.

 

The guys thumped Dr. Luggya until he couldn’t cry anymore. An ambulance had to be called in to rush the profusely bleeding Dr. Luggya to the hospital where he was admitted for several days. As soon as he recovered, he contracted Kampala lawyer Moses Karugaba, on whose advice and instigation a criminal case (registered as KR CRB/1233/2023) was filed at Kira Road Police Station against Cindy and her Congolese enablers.

 

In his complainant statement, Dr. Tony Luggya claimed that the Congolese bad boys thumped him at the instigation of Cindy whose arrest and criminal prosecution he demanded for. Cindy at first was defiant until her manager, a one Daphine, convinced her to surrender herself to Kira Road Police where she handed herself in on the afternoon of Thursday 11th January 2024. She was interrogated for several hours and her statement recorded after which she was briefly detained only to be released later in the evening on Police bond which wasn’t easy to secure because Cindy didn’t have a lawyer.

 

Deriving from Dr. Tony Luggya’s complaint, the DPC Kira Road Police (a one Edna) proceeded to prefer two criminal charges against Cindy and her Congolese handlers. These are aggravated robbery and that of assault. The robbery relates to the Shs11m which Dr. Luggya claims to have been forcefully grabbed from him by Cindy’s handlers on the night he was given his food at the Bukoto-based Club Villa. The assault charge relates to the severe wounding that was occasioned on him that same evening.

 

Subsequently, two Police files were opened to intensify investigations against Cindy and her Congolese handlers. These were registered as SD Ref: 05/15/12/2023 in respect to the assault case and CRB 1233/2023 in relation to the aggravated robbery charge. For the aggravated robbery case, the suspects were collectively disclosed as “occupants of motor vehicle registration number 6308AA23,” with the complainant being Dr. Tony Luggya.

 

After the brief detention, Cindy was only bonded and released (towards 7pm) after committing to produce her Congolese billionaire uncle money (Gabriel) from wherever he was hiding within two weeks or else she would be re-arrested. Her manager Daphine pledged to ensure that Cindy fully cooperates and keeps reporting herself to the Police in line with her bond conditions.

 

It was back then indicated to Police detectives, led by IO Alex Olet, that Gabriel had been hiding in either Dubai or China from where Cindy committed to ensure his return to Uganda to respond to Police summons. During the interrogation session, Cindy admitted seeing and knowing the guys who thumped the good old Doctor but rebutted the complainant Dr. Luggya’s claims that she is the one who incited and instigated the violence he endured that day.

FAST FORWARD:

That was then and the state prosecutor handling the case had at some point controversially removed Cindy from the charge sheet and left only the Congolese on it.

 

However, Dr. Luggya on 7th October this very year (2025) wrote to the DPP protesting that and demanding reconstitution of the charge sheet so that Cindy gets added on again. He wants charged re-instated against Cindy who he says caused him so much harm and shouldn’t get away with it, without sanctioning through the criminal justice system.

 

The other co-accused that Dr. Luggya wants Cindy to rejoin include Kevin Nyembi, Gabriel Ramathan and others still at large. Their court file, which Luggya wants the DPP to comprehensively review, is registered as CRB783/2024. He makes reference to the Police forensics report which contains plenty of evidence clearly placing Cindy at the center of the violence that was occasioned to him on that fateful night of 14th December 2023. The police forensic investigations, which were coordinated by D/C Alex Olet, arrived at 6 conclusions including the fact that “female musician known as Sanyu Cindy was seen [at the crime scene] amidst other individuals.”

The other finding that was corroborated was the fact that there “a motor vehicle with a number plate of Democratic Republic of Congo” and that out of the entire chaos emerged “an individual [Dr. Tony Luggya] with a swollen face and red eyes.” Police investigations also established that the forceful deprivation of Dr. Luggya’s phone-iPhone 13 Pro Max-was involved.
