On Monday 22nd September, Beti Kamya will officially be joining the league of jobless Ugandans. For that’s when her contract as IGG will be coming to an end, yet President Museveni has remained ambivalent so far even when she is eligible for renewal to serve another four years.
Knowledgeable sources say that the alleged inappropriate handling of the Commissioner Land Registration Baker Mugaino’s case is one of the aspects that angered Museveni and diminished Beti Kamya’s chances. Infighting inside the IG, where several bosses don’t see eye to eye on certain things and which saw her take sides too as opposed to being the neutral adult in the room, further complicated Kamya’s retention chances in Museveni’s calculus.
Expiring alongside Kamya’s are the employment contracts of her two Deputies namely Dr. Patricia Achan Okiria and Anna Muhairwe. Museveni has equally been ambivalent on these two Deputies’ contracts too. This simply means that from Monday onwards, the Inspectorate won’t be able to do any of the serious things that are critical in the fight against corruption.
These include but not limited to commencing prosecution of serious corruption cases because, as Court guided in Sam Kutesa vs. AG case more than 10 years ago, such a vacuum means the IG isn’t duly constituted as was envisaged by the makers of the relevant laws. Being duly constituted means a substantive IGG being in office and the two Deputies.
Yet the Kamya and the two Deputies’ lack of active contract will be leveraged by Ugandan citizens, especially those in the opposition, as evidence of absence of credible political will to fight corruption on part of Gen YK Museveni.
Yet that isn’t all that stakeholders and partners in the accountability sector have lately been worrying about regarding the state of affairs at the IG.
Rose Kafeero, who for nearly 10 years, has been serving as the Permanent Secretary to the Inspectorate of Government, had her employment contract ran out much earlier on and there are limited chances for renewal given her age and frail health. Even when he was notified about this contract expiry, Gen Museveni has been largely ambivalent on this one too.
