WHAT IS M7 DOING WITH KALE’S CRIME PREVENTERS?

President Yoweri Museveni has once again acted very tactfully in the aftermath of his public fallout with ex-IGP Gen Kale Kayihura. The Crime Preventers’ program was always construed to be Gen Kayihura’s personal project but because the group boasts of 11m active members, Museveni can’t take it lightly. This is the reason he has since knifing Kayihura been seeking engagements with youths leaders who are still or were once active leaders in the crime preventers forum. Reliable State House sources say that the big man, many of whose handlers considered Gen Kayihura done with his men like Abdul Kitata, Nixon Agasirwe and others out of the way, is using these one on one interactions to verify the extent to which the 11m figure was exaggerated if at all. “He is an experienced politician and doesn’t want to have sleepless nights over something that may after all have been exaggerated and is nonexistent. He wants to be sure whether Gen Kayihura had created 11m crime preventers. And if yes who are they? Where are they? What else do they do? And what do they think about the knifing of their godfather Gen Kayihura?” said a knowledgeable State House source. Indeed Museveni mid last week personally rang and met Omujugujugu aka Moses Kifanyane who famously defected from Amama Mbabazi’s Go-Forward for which he was the vocal Isingiro district coordinator.

An excited Omujugujugu immediately posted a picture of him meeting the President in State House Entebbe and bragged about being rang by the President, having one on one talks with him in Entebbe and of course being served a very sumptuous meal. Besides claiming they discussed how to develop Isingiro and elevate the people from poverty, the RDC job-seeking Omujugujugu didn’t disclose much regarding what was discussed in the meeting-and he remains unusually tight lipped on the details. Days after, Museveni drove to Col Kizza Besigye’s backyard of Rukungiri for a wealth creation mobilization tour and while there, reliable State House protocol sources say he had some private engagement with Kayihura’s protégé Blaise Kamugisha who famously served as the national coordinator for crime preventers’ forum. And coincidentally, Kamugisha hails from Isingiro just like Omujugujugu though they are no longer the best of allies having controversially fallen out over espionage claims after Omujugujugu was perceived as too close to FDC’s John Kazoora and Ingrid Turinawe. In fact, with Kayihura’s backing Blaise Kamugisha relieved Omujugujugu of his PR responsibilities in the Crime Preventers Forum. It remains unclear what Museveni discussed with Blaise Kamugisha during the Rukungiri encounter. We are further informed that Museveni might wish to dismantle the crime preventers network if it exists at all beyond Blaise Kamugisha’s media statements in Kampala or see how to hijack and transform its membership into something else with a different name under the patronship of Col Henry Matsiko.

We are told as chief political commissar in the UPDF, Col Matsiko (whose wife Kabakumba recently passed the LDC exams) is headed for big things. “He is going to be the one using the classified fund to do clandestine political mobilization similar to what Gen Kayihura has been doing as IGP using the classified expenditure available to him as police chief. Clearly with the very conventional Okoth Ochora in charge, there is no way police is going to continue doing political mobilization to the scale of the Kayihura era. That role is going to shift and the man Mzee has so far identified as suitable is Col Matsiko because he has a history of working well with the young people just like Gen Kayihura has been for many years. He only needs financial empowerment and he will do the job equally well,” said a reliable source close to the President’s grand scheme of things.

This source says Museveni wants Brig Sabiiti and his both Ochora to concentrate on policing work to enable him reclaim his credentials as a president who returned to Uganda. “These meetings [between M7 and crime preventers] are meant to enable Mzee assess the suitability of handing over the very crime preventers’ network to Matsiko for panel-beating or ride on his patriotism clubs if this [crime preventers forum] turns out to be unworkable. This is why the big man is meeting those Kayihura boys as part of his fact-finding mission.” This source says Museveni learnt a very big lesson from the way the media exaggerated existence of JPAM’s countrywide political network which turned out to be a mirage yet many schemers kept going to him demanding billions in facilitation to go uproot the JPAM structures which actually never existed. Even now there are schemers plotting to con Mzee under the guise of uprooting the Kayihura structures but unfortunately for them, the big man from Rwakitura is now wiser.
