In a landmark move to elevate Uganda’s aviation safety to world-class standards, the Minister of State for Transport, Hon. Fred Byamukama, inaugurated the National State Safety Programme Coordination Group (NSSPCG) on March 12, 2025, at Protea Hotel, Kampala.
This critical step places Uganda on the frontline of global air safety compliance, aligning with the International Civil Aviation Organization (ICAO) safety requirements.
Addressing the gathering, Minister Byamukama challenged the newly formed team to embrace data-driven decision-making, strong leadership, and unwavering collaboration. He stressed that innovation, continuous learning, and adaptability are essential in navigating the complexities of modern aviation safety management.
The NSSPCG has been entrusted with overseeing the implementation and continuous improvement of Uganda’s State Safety Programme. Its mandate includes enhancing coordination and information sharing, monitoring compliance with international safety standards, identifying and mitigating national aviation risks, and fostering a strong safety culture across the industry.
The group will be chaired by Uganda Civil Aviation Authority (UCAA) Director General, Mr. Fred K. Bamwesigye. Other key members include UCAA Deputy Director General Ms. Olive B. Lumonya, Director of Safety, Security, and Economic Regulation Eng. Ronny Barongo, Director of Airports & Aviation Security Eng. Sooma Ayub, Director of Air Navigation Services Mr. Richard Ruhesi, Commander of the Uganda People’s Defence Air Forces Lt. Gen. Charles Okidi, Commissioner of Transport Regulation and Safety Mr. Katushabe Winstone, and Capt. Bruno Oringi from the Aircraft Accident and Incident Investigation Unit.
The momentous event was witnessed by UCAA Board Chairman Rtd. Hon. Justice Steven Kavuma, members of the UCAA Board, representatives from the Ministry of Works and Transport, and key industry stakeholders.
With this high-level task force now in place, Uganda is making a bold statement, that aviation safety is not just a priority, but a national commitment. The skies above Uganda are set to become safer than ever before.
