Mr. Leonard Egesa, the chairman of the alumni association (OKOSA) of Old Kampala SS, faces imminent arrest after Police opening a criminal file against him following a complaint by one of the Kibuli SS teachers who accuses him of threatening violence. Mohammed Kamulegeya, the Deputy Head teacher Kibuli SS a few days ago run to police seeking protection against Egesa whom he says has been making phone calls threatening to harm him. The police inquiry against Egesa is being conducted under SD Ref51/30/10/2018 and was registered at Kabalagala Police Division. Police inside sources privy to the inquiry last night confided in us regarding the contents of Kamulegeya’s complaint. It partly read as follows: “To my surprise and disappointment, on Monday 29th January 2018 at around 11;04am, I received a phone call on my personal airtel line (xxx) from a person who introduced himself as Egesa Leonard using telephone line (xxx) instructing me to meet him because he had a big file about me on his table and that I should meet him or else he would publish the information therein on social media thus damaging my name and integrity. After a bitter exchange between me and him, he told me that since I had refused to cooperate with him, he would destroy my career in any possible way and that I would regret it and that at the end of it all, I would be forced to look for him. Because of such threats against my life, personality and career I lodged a formal complaint at Kabalagala police Division referenced as SD/Ref/ 51/30/01/2018.” Kamulegeya says he ignored and never complied with any of the terms Egesa was setting for him.

He says subsequently Egesa, having failed to meet him, made good his threat and posted a long attack on him on social media. Kamulegeya, who is understood to have instructed his lawyers to sue Egesa in civil defamation, also shared with police detectives the different posts Egesa posted that were defamatory to his reputation. He list 10 falsehoods that Egesa posted against him giving rise to defamation that is actionable in law. He says Egesa accused him of being a sexpest who is unfit to serve as Deputy Head teacher Kibuli SS. He also accused him of benefiting from patronage by fellow Muslims who hold sway in the Education Service Commission which deploys and transfers teachers. He also accused him of compromising the line ministry commissioners in return for favors to always deploy him to juicy schools. In his social media rant, Egesa also accused Kamulegeya of turning his Kibuli teacher’s house into a brothel, a torture chamber of sorts from where he slaughters female students. Egesa’s posts also faulted Kamulegeya for giving his daughter and girl friend jobs at the school during their S6 vacation. In his police statement, Kamulegeya says all these are falsehoods for which he intends to sue Egesa in civil defamation separately.

All he wants from police is to investigate and take mitigational steps to stop Egesa’s criminal intentions of causing physical harm to him. It wasn’t readily clear if Kabalagala police had summoned Egesa for interrogation. But what is clear is that Kamulegeya isn’t the only public official Egesa has attacked using social media. Other victims include Auditor General John Muwanga, Minister Chris Baryomunsi and commissioners in different Ministries. Egesa fans say he works with State House and was assigned to clean up the rot in public schools in Kampala though the President sometime back told a meeting of DPCs that he doesn’t have such an officer in his office. His attacks on Muwanga resulted from a report the AG wrote demanding that Egesa refunds big monies his OKOSA has illegally been collecting from Old Kampala students. Ironically Egesa is the one who reported to AG accusing the school management of fraudulent activities but Muwanga’s report only turned tables on him.
