Through the Pornography Control Committee (PCC), which is established under Uganda’s Anti-Pornography Act, the Office of the President has finalized plans to enforce the law by clamping down on Ugandan adults who use social media platforms to promote, popularise, disseminate and share pornographic content in form of videos and even pictures.
Something called the “Great Lukiiko” and another one called “Bafala Bokka” are some of the prominent Kampala Whatsapp forums that are famous for spreading, disseminating and sharing pornographic video content. And ironically, one of the members who likes sharing hundreds of such videos and salacious content is an MP from one of the island districts of Uganda.
Sources say that the “Great Lukiiko” is one of the many such whatsapp groups which the Pornography Control Committee (PCC), headed by Dr. Annette Kezaabu Kasimbazi, is studying and closely considering to clamp down upon. Ironically, that same “Great Lukiiko” forum has many senior government officials who are members on it including some who are prosecutors.
The President’s Office, which supervises the PCC, now says that such acts are going to cause perpetrators to be immediately apprehended and severely punished because their acts breach the laws of Uganda unded Sections 23, 24, 25 & 26 of the Computer Misuse Act; Section 128 (3) of the Penal Code Act and Sections 8, 10, 24 and 37 of Data Protection & Privacy Act.
That such perpetrators have lately resorted to obtaining such pornographic content through forceful, coercive means like intoxication (making one drunk), drugging and unlawful confinement of their victims.
The Monday media statement from the President’s Office shows that all these are illegal and punishable under part XIV of the PCA Act Cap 128. The President’s Office says it has a duty, through the PCC, to protect victims who subsequently suffer cyber harrassment and stalking, contrary to the law.
It’s made clear that whoever records and participates in disseminating such nude videos and pictures of other people or even of themselves will be severely punished under clear provisions of the law.
Besides cautioning parents to be there for and protect their children against such pornographic exposure, the President’s Office media statement threatens severe sanctioning and reprimand against those who organize or attend unlawful gatherings and nude parties where such pornographic content is generated from.
