The Uganda Registration Services Bureau has commenced stakeholder engagements on the implementation of the Non-Individual Register (NIR), with the first session held on Tuesday, 5th May 2026 at Mount Elgon Spa and Hotel in Mbale.
The engagement brought together Chief Administrative Officers (CAOs), District Commercial Officers, and District Community Development Officers from local governments across the Bugisu sub-region in Eastern Uganda, comprising Mbale, Manafwa, Bududa , Sironko, Bulambuli, and Namisindwa Districts.
In remarks delivered Commissioner Finance and Administration Ambrose Ekaju, on behalf of the Registrar General of URSB, Mercy K. Kainobwisho described the rollout of the NIR as a significant milestone in streamlining how entities are identified, regulated, and supported in Uganda. She said that the Non-Individual Register is a centralized, single repository of all non-individual entities operating in the country both business and non-business including companies, partnerships, associations, non-governmental organisations, and cooperatives.
The Registrar General emphasised URSB’s continued commitment to strengthening systems that enhance transparency, efficiency, and coordination across government and the private sector. “For a long time, entities have been registered across multiple agencies, resulting in fragmented data, duplication, and inefficiencies. The non-individual register addresses these challenges by creating a unified system that enhances coordination, improves compliance, and simplifies access to services,” she noted.
She called upon all stakeholders, government agencies, the private sector, civil society, and development partners to support the successful implementation of the NIR. Since their role is critical in ensuring awareness, compliance, and adoption across the country. She further re -echoed URSB’s commitment in providing guidance, building capacity, and ensuring that the system is accessible, efficient, and responsive to your needs”
The Guest of Honour, George William Wopuwa, Resident City Commissioner (RCC) of Mbale City, informed participants that the establishment of the Non-Individual Registry follows the amendment to Section 4 of the Tax Procedures Code (Amendment) Act 2025.
He said that the Government of Uganda has mandated URSB to establish and maintain a central repository of information on all non-individual entities registered, incorporated, or operating in the country, positioning the Bureau at the centre of efforts to enhance transparency, coordination, and access to reliable information.
RCC Wopuwa commended URSB for its continued efforts to improve accessibility and efficiency in registration services and expressed confidence that the Non-Individual Register will achieve its intended objectives.
